The Planning Commission is hereby created and established in accordance with the Act of July 31, 1968, Act 247, known as the Pennsylvania Municipalities Planning Code,[1] with all of the powers and duties as permitted by the Pennsylvania Municipalities Planning Code as set forth herein.

The Planning Commission of Lower Providence Township shall consist of seven members. All members of the Planning Commission shall be residents of the Township, who shall serve without compensation, but who may be reimbursed for necessary and reasonable expenses as may be provided from time to time by the Board of Supervisors. At least five members of the Planning Commission shall be designated as citizen members and shall not be officers or employees of the Township.
All current members of the Planning Commission whose terms do not expire on December 31, 2017, shall continue in office until the end of his or her term. Each member thereafter shall be appointed by the Board of Supervisors for the term of four years or until his or her successor is appointed and qualified. The chairman of the Planning Commission shall promptly notify the Board of Supervisors concerning any vacancy on the Commission, and such vacancy shall be filled for the unexpired term in accordance with this chapter.
The Commission shall select its own Chairperson and Vice Chairperson and fill such other offices as it may determine. Officers shall serve annual terms and may succeed themselves. The Commission may make and offer by-laws and regulations to govern its procedures consistent with the ordinances of the Township and the laws of the commonwealth. The Commission shall keep a full record of its business and shall annually make a written report by March 1 of each year of its activities to the governing body. Interim reports shall be made as often as may be necessary or as requested by the Board of Supervisors.
A. 
The Planning Commission's powers and duties shall include those powers and duties set forth at Section 290.1 of the Pennsylvania Municipalities Planning Code, as amended (53 P.S. § 10290.1).
B. 
The Planning Commission may, with the consent of the Board of Supervisors, accept and utilize any funds, personnel or other assistance made available by the county, the commonwealth, or the federal government; or their respective agencies; or from private sources.
Any member of the Planning Commission may be removed from office for malfeasance, misfeasance, or nonfeasance in office or for other just cause by a majority vote by the Board of Supervisors taken after the member has received 15 days' advance notice of the Board's intent to take such a vote. A hearing shall be held in connection with such a vote, if the member subject to this vote requests such a hearing in writing. Any appointment to fill a vacancy created by removal shall be only for the unexpired term.
