All principle structures located on separate lots shall be identified by their designated number, as issued by the Tax Assessor.
Every property owner with any structure in the Township shall cause to be affixed and displayed the assigned street number on every lot containing a permanent structure in the Township as indicated in the tax list; such affixed and displayed street number shall be maintained at all times in compliance with the provisions of this chapter.
A. 
Location of numbers. Such numbers shall be displayed so as to be clearly seen and identified from the center of the abutting traveled roadway and clearly visible during daylight and nighttime hours. This shall not be construed to limit the locations of the numbers to be on the structure itself; however, they shall be so permanently and conspicuously located that they will reasonably indicate the building so intended to be identified. Business signs and/or mailboxes are examples of acceptable locations, provided that such signs or mailboxes are located on the same side of the road and next to the entrance of the lot.
B. 
Size of numbers. Each digit of the street number shall be a minimum of three inches in height and a minimum of two inches in width.
The color of the numbers shall be in sharp contrast to the background color and be constructed of reflective material to permit the identification during daylight and nighttime hours.
The owner of any vacant land shall obtain the appropriate assigned and designated street number from the Tax Assessor and affix and display this number in accordance with the provisions of this section prior to any building permit being issued. Any person applying for a building permit on a lot with an existing building must provide proof of signage prior to the issuance of a building permit.
All principal structures shall have house numbers which shall be clearly identifiable from the road, as of September 1, 1991.
The Sandyston Township Code Enforcement Officer shall be and is hereby designated as the officer to exercise the powers prescribed by this chapter.
Any person, firm or corporation who violates the provision of this chapter shall, upon conviction, be liable for a penalty not exceeding $50 per day. A separate offense shall be deemed committed on each day on which a violation occurs or continues.
N.J.S.A. 52:17C-1 et seq. ("Emergency Telecommunication Services") mandates that the Township provide data required to enable the automatic display of information defining the geographical location of telephones used to place 9-1-1 calls. There is hereby established a system of numbering every lot of land with improvements in the Township. N.J.S.A. 40:23-50 requires all residents must have a visible house number by the road for 911 emergencies.
The Township Committee shall designate the Tax Assessor or other individual to prepare a system of numbering which shall provide for the official numbers and street names to be assigned to each lot in the Township, which number and street name shall hereinafter be referred to as the "street number."
A list of the official street numbers assigned to each lot on each street in the Township shall be filed and kept with the Township Clerk and with the Tax Assessor and the street numbers shall be placed upon the tax list. The list shall also be provided to the official designated under N.J.S.A. 52:17C-1 et seq. to receive the identification data from the Township.
All ordinances and parts of ordinances inconsistent with any part of this chapter are hereby repealed to the extent that they are in such conflict or inconsistent. If any section, paragraph, subparagraph, sentence, clause, or phrase of this chapter shall be held to be invalid by any court, such decision shall not invalidate any remaining portion of this chapter.
This chapter may be renumbered for codification purposes.
This chapter shall take effect upon passage and publication as soon as practicable and in the manner provided by law.
