This chapter shall be known as the "Driveway
Ordinance of Sandyston."
The purpose of this chapter shall be to set
standards for driveway and parking area construction to minimize flood
runoff onto public roads and reduce resulting hazards, especially
those caused by ice during periods of freezing weather.

All residential off-street parking and driveways
shall be constructed in accordance with the following specifications:

A plot plan of all driveways shall be submitted to
the Township Construction Official for approval and shall include
the following:

All driveways shall be constructed so as to have an
average slope towards a public street of less than 6% within a distance
of 50 feet from the public street.
C.
The first 25 feet of the driveway, as measured from
the edge of the pavement of the existing roadway, shall be constructed
with a minimum thickness of four inches of dense graded aggregate
base material and a wearing surface of asphalt pavement, Type FABC-1,
a minimum thickness of two inches or a covering of concrete paving
blocks upon an appropriate base, a minimum of four inches in thickness,
or a thickness of six inches of concrete.

D.
The side slopes of the driveway shall be graded with
topsoil and seeded and fertilized to prevent erosion and to lead water
from the driveway and conducted to existing drainage ditches along
public rights-of-way. Where required, retaining walls and guide rails
shall be provided with the approval of the administrative officer.
E.
Parking areas shall not have slopes greater than 8%
and shall be considered to include a surface within 18 feet of a garage
or building. The areas shall be so contoured to direct water to the
sides.
A.
Where a site occupies the corner between intersecting
streets, driveways shall not intersect the public street within 25
feet of the point of tangency of the street and curve radius of the
street intersection. While it is preferred that all driveways intersect
public streets at an angle of 90°, the following exceptions may
be permitted with the approval of the Building Inspector.
B.
Private dwellings. In the case of single, private
dwelling driveways and small parking areas, driveways may be constructed
of shale or other materials, contoured to deflect water to the side,
with the approval of the Building Inspector.
C.
Where any driveway has a grade of more than 15% after
the first 50 feet from a public street, the design and construction
shall require the full approval of the person or persons designated
to administer this chapter. In making connection with all public streets,
tile or reinforced culverts shall be provided, ample in dimensions
to permit the flow of floodwaters along street rights-of-way or drainage
ditches.

Approval for driveway permits shall be obtained
from the Road Supervisor or Construction Official. The Road Supervisor
or Construction Official shall administer the provisions of this chapter.

A fee for each permit shall be paid in accordance with Chapter 69, Fees.

All approved driveway permits shall be valid
for one year from the date of approval.

No person shall place, cause to be placed or
in any manner maintain any obstruction of any kind, either temporary
or permanent, in or upon any public road, street or highway, including
the drains, gutters and appurtenances, nor interfere in any manner
with the regular flow of traffic or the maintenance and repair thereof
by municipal employees or contractors.

No owner, tenant or occupant of any premises
abutting on any street, nor any other persons, shall throw, place
or deposit snow or ice into or upon any street, it being the intent
and purpose of this provision to prohibit all persons from throwing,
casting, placing or depositing snow and ice which accumulates on private
property upon the streets of the Township.

Unless another penalty is expressly provided
by New Jersey statute, every person convicted of a violation of this
chapter or any supplement thereto shall be liable to a penalty of
not more than $100 or imprisonment for a term not exceeding 15 days,
or both.
