Site plans shall be submitted as maps complying
with the provisions of the Map Filing Law (N.J.S.A. 46:23-9.9) and
shall include the basic information required for the submission of
minor and major subdivision plats, plus the following information,
where appropriate.
For developments in the Commercial-Industrial-Service Zones, the information mapped shall comply with that required in § 150-47 of Chapter 150, Zoning, plus the following, when appropriate, applicable to all site plans:
A.
Existing and proposed buildings, with dimensions,
with elevations of floors, present and finished grade elevations at
all corners of the buildings and entrances, plus an indication of
present buildings and structures to be removed.
B.
Location of all existing and proposed structures,
walls, fences, culverts, bridges, roadways, etc., with grade elevation
for each.
C.
Existing zones of the development site and other zones
within 200 feet of the development.
D.
Boundaries of the property, buildings, setback lines,
lines of existing streets, lots, reservations, easements and area
set aside or dedicated to public use.
E.
The location and dimensions of all existing and proposed utility structures and lines, including sewer, gas, drainage, etc. Drainage facilities shall include but not be limited to all pipes, inlets, manholes, outlets, connections, dry wells and retention basins. All proposed stormwater control measures shall conform to the standards set forth in the New Jersey Residential Site Improvement Standards, N.J.A.C. 5:21-1.1, and/or the requirements in Chapter 138, Stormwater Control, as applicable.

F.
All proposed easements and public and community areas.
G.
All means of vehicular ingress and egress, showing
the size and location of driveways.
H.
The location and design of off-street parking and
the location of internal circulation, traffic patterns and parking
spaces.
I.
The location and arrangement of truck loading platforms
and docks.
J.
Provisions for refuse and garbage disposal to ensure
that areas are not exposed to view and are nonpolluting.
K.
Provisions for screening and storage for equipment
attached to or separate from buildings.
M.
The locations, dimensions and construction of off-site
walks and exits, with provisions for pedestrian safety.
N.
Provisions for marking and preserving forest cover
and specimen trees and for new plantings around and between buildings
and along property lines.
O.
Copies of any covenants and deed restrictions intended
to cover any of the development site.
P.
Elevation sketches or pictures of new buildings or
structures.
Q.
Preliminary architectural floor plans and elevations,
along with the name, address and professional number of the architect.
R.
Provisions for ready escape in case of fire.
S.
Provisions for boundary plantings or screenings to
separate occupants and on-site activities, as agreed upon with the
Planning Board.
T.
The dimensions of all import relations on the site
plan so scaling may not be necessary.
U.
Certification from the Tax Collector that all taxes
have been paid to date.
V.
A visually
acceptable aerial photograph of the subject property that shows the
area within 200 feet of the property in question, as well as indicating
a radius of 200 feet around the border of the subject property. The
applicant should note the source of the aerial photograph. The scale
should be a maximum of one inch equals 150 feet.

plan with types, quantity, size and location of plantings, scientific
and common names.

The site plan engineering or architectural documents
required shall be in final form and the basis for inspection by the
Township and its agents and shall be subject to the same provisions
applicable to improvements, performance and maintenance guaranties,
as required under major subdivisions applicable, prior to final approval.

A.
Any addition or alteration to an existing, conforming,
nonresidential building shall not require formal site plan approval
if:
(1)
No variances are required.
(2)
Four hundred square feet or less additional
construction to the principal structure is proposed.
(3)
The use is permitted.
(4)
Proposed improvements do not encroach into front,
rear or side yard setbacks.
(5)
There is no addition or subtraction of parking
spaces or overall parking area.
(6)
Exterior lighting will not be affected.
(7)
Off-street loading will not be affected.
(8)
Occupancy load will not be affected.
(9)
Drainage will not be affected.
(10)
Any addition will not exceed the existing building
height.
(11)
Any proposed screening must aesthetically complement
the site.
B.
All minor site plans as defined by this chapter shall
be reviewed by either the Land Use Board or a subcommittee of the
Land Use Board appointed by the Chairman of the Board to review minor
site plans. The Chairman of the Land Use Board is hereby authorized
to appoint a minor site plan subcommittee of the Land Use Board which
shall be composed of at most four members of the Board, including
at least the Mayor or committee member on the Land Use Board and two
other members of the Land Use Board.
C.
An applicant shall submit a filing fee and three copies
of the application, survey and building plans with the Land Use Administrator,
and if the majority view of the above officials is secured, then a
report shall be issued by the committee and forwarded to the Land
Use Board to be included in the next available agenda.
D.
The following shall be conditions of any approval
granted pursuant to this section:
(1)
An applicant must obtain all state, county and
local approvals required.
(2)
All real estate taxes must be paid to date.
(3)
The Planning Board reserves the right to require
an applicant to appear before the entire Board.
(4)
Submission of an as-built survey prior to issuance
of a certificate of occupancy.

All requests should be accompanied by a variance plat with the
following details:
A.
Complete
floor plans and elevations of any proposed structure.
B.
Plot
plan showing size of plot, bounding streets, size, type and location
of both existing and proposed structures. Distances to all property
lines from all structures, both existing and proposed.
C.
Location
of existing and/or proposed septic systems and wells.
D.
Written
description of variance requested and justification of granting the
variance.
