There shall be an Emergency Management Council consisting of not more than 15 members who shall be appointed by the Mayor and hold office at the Mayor's will and pleasure (N.J.S.A. App. A:9-41).
An Emergency Management Coordinator shall be appointed by the Mayor and serve as Chairman of the Emergency Management Council (N.J.S.A. App. A:9-40.1). The Emergency Management Coordinator reports to the Business Administrator.

The Emergency Management Council and the Emergency Management Coordinator shall have such official tenure and such functions, powers and duties as are provided by state statute and executive orders, rules and regulations thereunder (N.J.S.A. App. A:9-33 et seq.).
