The purpose of this chapter shall be to require the clear display of building numbers to public streets for all properties that contain principal buildings within the City of Long Branch in order to assist the general public and the authorities in identifying any property in case of an emergency as well as for the welfare of the general public in conducting their normal affairs, pursuant to N.J.S.A. 40:67-1 et. seq.
This chapter hereby creates a committee known as the "City of Long Branch Property Renumbering Committee," to formulate a system to appropriately identify, by clearly setting forth the designated marker, all properties in the City of Long Branch.
A. 
Members of Committee. The Committee shall be made up of one representative from the city's Fire Department, Planning Department, Post Office, Police Department and the City Council. They shall elect the Chairman from among themselves.
B. 
Expenditures. Said Committee's expenditures in creating a renumbering system will not exceed $1,000, with all vouchers receiving prior approval of the city's Committee.
There is hereby established a uniform system for renumbering properties along all streets, avenues and public and private ways in the City of Long Branch. The Renumbering Committee shall prepare a Property Number Map by superimposing upon the Official Map of the City of Long Branch numbers for every property in the City of Long Branch pursuant to the following standards:
A. 
Existing numbers. Notwithstanding any other provisions of this chapter, the Renumbering Committee shall attempt to the extent possible consistent with the maintenance of the orderly progression of property numbers to assign to lots on which there are existing structures the numbers which are currently in use.
B. 
New numbers. All property numbers for new subdivisions and lots created by redivisions shall be consistent and uniform with existing numbers in the immediate area as determined by the Renumbering Committee.
C. 
Even and odd numbers. Even numbers shall appear on the westerly and southerly side of each street, while odd numbers shall appear on the opposite side of such street.
D. 
All parcels of property will be numbered in a uniform fashion, at fixed intervals, as designated by the Renumbering Committee, on such property map in order to facilitate continued numbering without the need for change when properties are subdivided.
E. 
The Committee shall prepare a Street Guide listing alphabetically every street in the City of Long Branch, with its location and the property numbers currently assigned.
After the Property Number Map and Street Guide have been prepared by the Renumbering Committee pursuant to § 130-3 and approved by ordinance of the city's Committee, they shall be maintained in the office of the Planning Department. Upon any subdivision or resubdivision of land in the City of Long Branch resulting in a lot or lots other than those delineated on said map, the city shall assign a property number to each lot resulting from said subdivision or resubdivision which shall be in proper numerical sequence in relation to the number assigned to other lots fronting on the same street, and shall record the same on the Property Number Map and the Street Guide. Copies of the initial map and guide and any changes thereto shall be filed (within 30 days of any change) with the Police Chief, Fire Chief, Assessor and Tax Collector of the City of Long Branch as well as with each post office serving any portion of the city.
A. 
Whenever any improvement shall be erected or located in the City of Long Branch after the passage of this chapter, and in order to preserve the continuity and uniformity of numbers of the property, it shall be the duty of the owner to ascertain the correct number or numbers as designated by the Property Number Map from the City Postmaster for said property and to immediately fasten on the improvement and/or by some other appropriate method the proper marker, clearly setting forth said number or numbers so assigned upon said property as provided by this chapter.
B. 
No permit shall be issued for any house, building or structure until the owner has ascertained the official number of the proposed or existing improvement from the City Postmaster.
C. 
Final approval of any structure erected, repaired, altered or modified after the effective date of this chapter shall be withheld by the Construction Code Official until permanent and proper numbers have been affixed to said structure.
D. 
Any person having a number different from that officially assigned shall be deemed to be in violation of this chapter.
After approval of the Property Number Map, the City Postmaster shall notify, by regular mail or personal delivery, all owners of improvements which do not display a number or which display an incorrect number that they must bring their building into conformity with this chapter within six months of the date of the notice.
A. 
The owner, occupant or agent of an owner or occupant shall place or cause to be displayed upon each improvement controlled by him the number or numbers assigned to the lot upon which it is located by the Property Number Map provided for in § 130-3.
B. 
The numbers used shall be Arabic, not less than three inches in height, and should be made of durable and clearly visible material; the numbers shall be legible and maintained in good order at all times. Roman numerals or script may supplement this requirement but shall not be a substitute for compliance.
C. 
The numbers shall be conspicuously placed on the improvement facade parallel to the street immediately above or within 10 feet of either side of the main entrance to the improvement or over the garage door so that the number can be plainly read from the center line of the street in daylight by a person possessing at least 20/20 vision.
D. 
Whenever any improvement is situated more than 50 feet from the street line, the designated number shall be displayed as provided in Subsection C, but the numerals shall be at least five inches in height.
E. 
If the number would not be visible due to the orientation setback or other features of the improvement or site if it were displayed as provided above, then the number shall be placed near the walk, driveway or entrance to such improvement and upon a gate, post or fence so as to be easily discernible from the center line of the street. Such a display shall be not closer than 10 feet to the curbline nor further away than 15 feet from the curbline. The bottom of such a display shall be no less than 30 inches above the level of the ground, nor shall the top of such a display be more than six feet above the ground.
A. 
Where any improvement has more than one entrance serving separate occupants, a separate number shall be assigned to each entrance serving a separate occupant and shall be posted as otherwise provided in this chapter.
B. 
Where only one number can be assigned to any one improvement, the suffix (a), (b), (c), et cetera, as may be required shall be used to designate each separate entrance serving a separate occupant.
C. 
Where any building or complex of buildings is so structured that all separate entrances serving separate occupants and the numbers assigned to them are not clearly visible from the center line of the street, then the number for each separate entrance shall be placed near the walk or driveway from the street to such separate entrance and upon a gate, post, fence or other appropriate place so as to be easily visible from the center line of the street. The height limitations on such a display shall be the same as those provided in § 130-7E.
D. 
For all multifamily improvements having apartment doors opening on interior halls, each door shall have a number no less than two inches high affixed thereon, and hall entryways shall have on the exterior thereof a display indicating the sequence of apartments served by such entryway.
Provisions shall be as set forth in Chapter 345, Zoning, § 345-82.
The City of Long Branch Property Renumbering Committee will submit for approval to the City Council within 60 days prior to implementation the plan for renumbering properties as set forth herein.
A summary of the requirements of this chapter will be supplied to all property owners specifying a period of 30 days for compliance with the renumbering system created by the City of Long Branch Property Renumbering Committee and approved by the City Council. On passage a copy of this complete chapter shall be mailed to each post office serving any portion of the city.
It is hereby directed that house numbers as provided for by this chapter shall be installed and such numbers shall be used within six months of the date of final approval of the Property Number Map.
