No local law shall be adopted by the Board of Trustees except after
a public hearing has been held thereon on public notice of at least three
days. Such public notice shall be given by publication in the official newspaper
of the Village or, where directed by resolution of the Board of Trustees,
by publication in a daily newspaper having general circulation in the Village.
