A. 
The words and phrases used in these regulations shall for the purpose of these regulations have the meanings respectively ascribed to them by Article I of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases which are not defined by Article I of the Vehicle and Traffic Law of the State of New York shall have the meanings respectively ascribed to them for purposes of these regulations.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.

The following highways in the Village of North Hills are designated as through highways:
A. 
Shelter Rock Road.
B. 
Searingtown Road.
C. 
New Hyde Park Road.
D. 
The North and South Service Roads of the Long Island Expressway.
The following streets and highways are designated as one-way streets, with traffic permitted only in the direction stated:
A. 
North Service Road of the Long Island Expressway, westerly direction.
B. 
South Service Road of the Long Island Expressway, easterly direction.
A. 
No parking, standing or stopping of a vehicle shall be permitted on any through highway in the Village of North Hills.
B. 
No parking, standing or stopping of a vehicle shall be permitted on I.U. Willets Road east of Shelter Rock Road.

C. 
No parking, standing or stopping of a vehicle shall be permitted on the north side of Old Shelter Rock Road, north of the Long Island Expressway.

D. 
Notwithstanding the provisions of this section or any other provision of this Code, the Board of Trustees, acting by resolution, without a public hearing, may suspend or waive the regulations otherwise applicable to parking, stopping or standing of vehicles whenever the Board concludes that such waiver or suspension is appropriate and in the public interest.

E. 
Penalties for offenses. Any person who is found guilty of violating any provision of this section shall be guilty of a violation and subject to a fine not to exceed $200 for each such offense.

A. 
Generally. Except as otherwise provided herein, no person shall drive or operate a motor vehicle or motorcycle on any through highway, street or private road in the Village of North Hills at a speed in excess of 45 miles per hour.
B. 
No person shall drive or operate a motor vehicle or motorcycle on Shelter Rock Road in the Village of North Hills in the area defined as being within the two traffic signs equipped with flashing lights and indicating a speed limit of not more than 30 miles per hour, one for northbound traffic and one for southbound traffic, generally in front of the Shelter Rock Elementary school, at a speed in excess of 30 miles per hour while said lights are flashing. Except as otherwise provided in this subsection, no person shall drive or operate a motor vehicle or motorcycle on any part of Shelter Rock Road in the Village of North Hills at a speed in excess of 35 miles per hour.

C. 
No person shall drive or operate a motor vehicle or motorcycle on I.U. Willets Road in the Village of North Hills at a speed in excess of 30 miles per hour.

D. 
No person shall drive or operate a motor vehicle or motorcycle on Searingtown Road in the Village of North Hills at a speed in excess of 35 miles per hour.

E. 
No person shall drive or operate a motor vehicle or motorcycle on Hollow Lane in the Village of North Hills at a speed in excess of 35 miles per hour.

No person shall drive or operate a motor vehicle or motorcycle and make a U-turn at the following locations:
A. 
On any portion of Shelter Rock Road in the Village of North Hills.

A. 
No vehicle shall make a left turn on to Shelter Rock Road, in the Village of North Hills, at the following locations:
(1) 
Eastbound on Wimbledon Drive.
B. 
No vehicle traveling eastbound on Hollow Lane in the Village of North Hills shall be permitted to make a left turn onto New Hyde Park Road in a northerly direction, and all such turns shall be and hereby are prohibited.

Parades, processions and public assembly are permitted on streets and highways in the Village of North Hills upon issuance of a permit as provided in Chapter 163, Parades and Exhibitions.

A. 
Any motor vehicle abandoned in the Village of North Hills shall be subject to the provisions of the Vehicle and Traffic Law of the State of New York with respect to abandoned vehicles. For the purposes of this subsection, the term "abandoned vehicle" shall have the meaning ascribed to such term in Vehicle and Traffic Law § 1224, Subdivision 1, as in effect on the effective date of this section.
B. 
Any motor vehicle impounded in the Village of North Hills shall be subject to the provisions of the Public Health Law and the Vehicle and Traffic Law of the State of New York with respect to such vehicles. For the purposes of this subsection, the term "impounded" shall refer to seizure pursuant to Public Health Law § 3388 as in effect on the effective date of this section.
C. 
Unattended vehicles.
(1) 
Any motor vehicle found unattended on a street or highway in the Village of North Hills, including any county or state highway or parkway, or found unattended during a snowstorm, flood, fire or other public emergency shall be removed on order of the Mayor, a Village Trustee, the Village Clerk or the Nassau County Police Department. Such vehicle shall be removed to a garage and there stored until released to the owner as hereinafter provided or sold as may be provided by law to pay the lien for the removal and storage charges therefor.
(2) 
The record of any unattended vehicle removed to a garage pursuant to this section shall forthwith be filed with the Village Clerk by the removing authority.
(3) 
No garage shall release a vehicle which has been removed by the authority of this section except upon order of the Village Clerk, which order shall be made only after the owner of such vehicle shall have applied to the Village Clerk for a release of the vehicle and shall have paid a fee as provided in Chapter 130, Fees, to the Village of North Hills, and upon payment to the garage of any costs of removal and/or storage of such vehicle.[1]

(4) 
Promptly upon the release of any vehicle pursuant to this section, the garage shall notify the Village Clerk of the fact and date of such release.
