Regular meetings of the Architectural Review Board ("Board") shall be held at the call of the Chairman, on no less than 72 hours' notice to all Board members.
The Board shall not consider any application for a building permit which has not been received by the Board at least five business days before any meeting at which consideration or action is sought.
The Clerk of the Board shall post all meeting notices, and notices of public hearing in accordance with law and shall cause such notices to be published where required by law.
At least one day before each meeting, the Clerk shall prepare the agenda for the meeting and cause the same to be delivered to the Board members, and copies of the agenda shall be available at the meeting.
Members of the public shall not be entitled to be heard on matters which are not the subject of public hearing, except with the permission of the Board. On matters which are the subject of public hearing, all interested persons shall be afforded a reasonable opportunity to be heard during the hearing.
All action taken by the Board shall be taken at a public meeting, although the Board may convene in executive session to discuss any matter where permitted by law.
The Clerk shall keep minutes of all meetings of the Board, and the vote of each member upon each matter shall be recorded. Where appropriate, the Clerk may (and in the case of public hearings, the Clerk shall) cause stenographic verbatim minutes to be taken of all of the proceedings before the Board at any meeting. Transcripts of such proceedings may be made available to persons requesting same, provided that the fee authorized by the Public Officers Law or other law is paid at the time such request is made.
A. 
At the direction of the Chairman, or at the request of at least three members of the Board, the Board shall conduct a public hearing as permitted by law on any application before the Board.
B. 
Upon the request of at least two members of the Board other than the Chairman, the Chairman shall call a meeting of the Board, such meeting to be held within 10 calendar days after receipt of such request. No business shall be conducted at any such meeting except that which was expressly proposed in the request for the meeting, which subject shall be included in the call for the meeting.
In the event that a public hearing is to be held, notice thereof shall be published in the official newspaper of the Village of North Hills at least five days before such hearing.
