Those desiring to use water from the mains of the district, for any purpose whatsoever, shall make application therefor on the form prescribed by the Board and shall deposit with the Board the amount of the connection charges as established by Article VIII, § 169-49. Said application shall be signed by the owner of the property to be served or by an agent holding legal authorization to sign for the owner. Along with said application, the owner shall submit a septic plan approved by the Putnam County Department of Health, Division of Environmental Health Services, and a plan of any proposed water main extension, showing all hydrants and valves. Upon receipt of the application, properly executed, and upon receipt of the connection charge, the District Superintendent may approve the application. The district reserves the right to employ an inspector at the owner's expense to ensure that specifications and regulations described in this chapter are complied with. Except as hereinafter provided, no person, firm, partnership, corporation, property owner or institution shall be allowed to use the water of said district for any purpose whatsoever without having received the necessary approval of the District Superintendent.
Those desiring the use of district water for building construction shall make application in accordance with the regulations set forth under § 169-4. All water used for such purpose, except as hereinafter specified, shall be furnished through a tap in the main. All such water shall be metered or supplied on a flat rate basis and paid for at the rates as established in Article VIII, § 169-49.

Except in cases of fire, no person or persons shall take water from the fire hydrants of the district for any purpose whatsoever without having obtained a special permit from the District Superintendent, which permit shall be conditioned in accordance with the circumstances at the discretion of the Superintendent.
The district shall extend water mains at its expense only when they are within the limits of the district and when such extensions are for the benefit of the distribution system as determined by the Board. All other extensions will be installed by the applicant for a water connection with no expense to the district and in accordance with the specifications and regulations of the district. When water is supplied outside the district boundaries, the contract agreed to and signed by both the Board and the party receiving said water service shall supersede or complement these rules or regulations.
