Any person violating these rules and regulations shall be guilty of a violation and, upon conviction thereof, shall be punishable by a fine not exceeding $250. Each day's continued violation shall constitute a separate additional violation, subject to a penalty of up to $50, and, after 24 hours' notice to the owner, agent or occupant of the premises upon which such violation occurs, shall be subject to a like penalty for each day that such violation continues.

In the case of the violation of any of the rules or regulations, the Board, upon 24 hours' notice to the owner, agent or occupant of the premises affected, may discontinue the supply of water, and such supply shall not be made available until all the rules and regulations are complied with and all unpaid charges and rents are paid, together with such fees for turning off the water or turning on the water as are established in Article VIII, § 169-49.
Service of any notice authorized or directed by or on behalf of the Board may be made upon the owner, agent or occupant personally or by leaving or mailing the same at or to the premises where water is supplied or by sending the same by mail to such party at the last address furnished to the Board.
