Applications for water service will be approved only for land within the district with frontage on a street containing a district main along some or all of such frontage and for which, in the Board's opinion, a reliable and adequate service can be provided with existing facilities. Owners of land within the district without a district main along its frontage or for which adequate service cannot be assured by existing facilities may arrange for the installation of mains or other facilities at their expense for acceptance by the Board. An estimate of the extent of required facilities and preliminary specifications will be provided upon inquiry to the Board.
Except with the permission of the Board, a separate tap and service shall be installed for each building to which water is supplied, directly or indirectly, from district mains, and no consumer will be allowed to supply water to other persons or premises.
No work shall be performed upon the district mains or upon the services connected thereto between the main and the meter except with the approval of the district.
The minimum size of water main extensions shall be eight inches, but the Board shall have the right to require that a larger size of pipe be installed.
When water main extensions are proposed on private property, it is the responsibility of the applicant to procure and deliver all necessary easement maps, agreements and descriptions to the Board. Such documents must first be approved by the Board. The applicant will also be required to pay for the necessary title search of all easements and insurance as to title, when required by the Board.

The applicant for approval of water main extension plans shall guarantee the entire installation for a period of 12 months following the acceptance of the extension by the Board and shall make all necessary repairs that might be necessitated during this twelve-month period. In the case of any emergency where district or contractor personnel perform repair work, the applicant shall repay the district for such work.
Prior to the acceptance of a proposed water main extension, the district must be furnished with an acceptable maintenance bond in an amount to be determined by and in a form approved by the Board.
All work performed upon the district mains or upon services connected thereto between the main and the meter, including excavation, tapping, placing and connecting pipe and fittings, repairs and backfilling, shall be performed by a licensed bonded plumber. All such work shall be performed at the expense of the applicant.
Excavation, tapping and installation of the service line shall be performed within one year after approval of the application. Inspection and approval by the district of the entire installed service from tap to meter shall be required prior to backfilling. Such inspection shall ensure that the installation conforms with the existing State Sanitary Code and public laws of the State of New York as well as the additional standards specified herein. The applicant is responsible for adequate design and installation.

The service pipe shall be installed as nearly as possible at a right angle to the street line. A minimum of four feet of cover shall be provided over all parts of the service line, and no service line shall pass within four feet of any culvert or storm sewer, nor within 10 feet of any sewage line, septic tank, leaching pit or field. Where new fill is to provide some or all of the required cover, such fill shall be in place prior to trenching and placing of pipe. Backfill materials shall be clean earth or any material approved by the district, free of stones for the first 18 inches over the pipe and free of stones over six inches in diameter thereafter. No deleterious material, including cinders and construction debris, shall be used in backfill. Backfill shall be properly compacted. Subsequent to installation, no change in grading shall be made which results in cover being reduced below the four-foot minimum. All roads shall be resurfaced to their original condition.[1]

For service lines connected to surface, seasonal-use mains only, the required cover is 12 inches. The service line shall be positioned so that it may be completely drained from the curb box valve or from the house, depending on the slope of the pipe.

An approved type of curb stop shall be installed as close as practical to the front property line. The cover or handle at the curb stop shall be kept exposed and unobstructed. The curb stop shall not be turned on or off without the permission of the district.
The minimum size service pipe to be installed shall have a diameter of 3/4 of an inch and a maximum of one inch, and in making the application, the applicant shall state the size and material of service desired.
Should a leak develop in the service line between the main and the meter, the owner shall immediately repair the same, and should he fail to do so, the district will repair said leak and charge the cost of said repair to the owner.
No connection of any kind shall be made to the service pipe between the main and the meter.
