Water bills shall become due annually.
A. 
For homes in areas with subsurface facilities, the due date shall be February 28.
B. 
For homes in areas with surface facilities, the due date shall be June 30.
Bills may be obtained from the district after January 15 of each year for subsurface service and May 15 for surface service. The collector of the district will usually send out bills as an accommodation to the owner, but the delivery of such bills to the proper party is not guaranteed. If the owner does not get a bill on or before January 20 or May 20, depending on service facilities, he should contact the district.

The above dates may be changed or revised by the Board as deemed necessary. All bills for water consumption shall be due and payable to the collector of the district on the due date listed on the invoice. The changed or revised date shall be indicated on the annual bill. All payments received after the due date shall be subject to a flat penalty of 20% of the total amount due.
The payment of water bills must include all arrears and charges to date. No payment will be received which leaves a previous charge unpaid.
Water rates are a lien on the property. The Board may enforce the collection of water bills by cutting off the supply when any bill is three months or more in arrears.
All water rents must be paid by the owner of the premises when such premises are leased by more than one tenant. Parties renting whole premises and subletting may pay for the water on the whole premises, but the owner remains responsible for the payment of the same in all cases.
