From and after the passage of this chapter it shall be unlawful to use any public street or streets of the Borough for a parade without obtaining a permit or license so to do. Such a permit shall be issued by the Mayor and a member of the Law and Order Committee, upon application therefor, setting forth the purpose, time, place and route of the parade.
It shall be unlawful to use any public street of the Borough for the place of exhibition, lecture or entertainment of any kind, or as a place of meeting or assembly, thereby interfering with the free use thereof by the public. The penalty for violation of any of the provisions of this chapter shall be a maximum fine of $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, imprisonment for not more than 30 days.
