Speed limits. In established school zones, the maximum
speed limit on all Borough streets and highways, or parts thereof,
shall be 15 miles per hour during crossing guard hours when school
is in session. Other than in school zones as described above, the
maximum speed at which vehicles may proceed on or along all streets
and highways, or parts thereof, within the Borough shall be 25 miles
per hour, except as described below:

any goods, wares, merchandise or material from or to any premises
