The Borough Council of Schwenksville Borough may declare a drought emergency by a resolution, which will be acted upon at a duly authorized and advertised meeting of said Council, which provides for implementation of a water use restriction plan and the prohibition of nonessential water uses, as set forth in § 169-2 hereof and shall indicate the effective date of said prohibitions. When, in the sole discretion of the Borough Council of Schwenksville Borough, the drought emergency has ended, said Council shall, by resolution, terminate the water use restrictions and prohibitions on the date set forth in said resolution.

Stage 1. Normal conditions.

Maintain water conservation program.
(2) 
Encourage voluntary conservation.
(3) 
Constant leak survey program with prompt repair.
(4) 
Meter all customers.
(5) 
Promote water conservation fixtures (local building code).
B. 
Stage 2. First signs of drought.
(1) 
Voluntary restrictions.
(2) 
No lawn watering
(3) 
No car washing.
(4) 
No other nonessential water use.
C. 
Stage 3. Ground water levels approaching record low.

Mandatory restrictions.
(2) 
No nonessential use.
(3) 
Voluntary 20% reduction in consumption.

Stage 4. Extended drought.

Mandatory restrictions.

Notice of intent to place rationing plan in effect.

Stage 5. Supply not expected to meet demand within 30 days.

Water rationing plan put into effect.
(2) 
Residential users: 40 gallons/person/day.
(3) 
Other users: 25% reduction in use.

Stage 6. If supply continues to drop. A mandatory reduction of 50% to all users.
Any person, firm or corporation violating any of the provisions of this chapter shall be punishable for each offense by a maximum fine of $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, by imprisonment for not more than 30 days.
