A fire protection district is hereby established in the Township of Upper Hanover, Montgomery County, Pennsylvania, within a radius of 750 feet from a certain fire hydrant situate 50 feet north of the intersection of Mensches Road and Montgomery Avenue in said Township.
The Board of Supervisors shall contract with the Upper Hanover Authority with respect to placing, replacing, operating, maintaining, and repairing said fire hydrant in order to provide sufficient water for the protection from fire of properties situate in said district.
The Board of Supervisors shall annually assess or cause to be assessed the cost and expense of such fire protection service by an equal assessment upon all property, whether or not exempt from a taxation by existing law, within said fire protection district based upon the assessment of said properties for county purposes. No such assessment shall be levied against any farmland or land used as an irrigation field or against any property in the district not benefited thereby. Such assessment shall be collected in the same manner as taxes. Township tax collectors shall receive the same commission as on the Township tax. The Township Treasurer shall receive all such assessments collected for fire protection and keep the same in a separate account and shall pay the same out only upon orders signed by the Chairman of the Board of Supervisors, attested by the Township Secretary. The Township Treasurer shall make a report to the auditors of the Township annually.
