In expansion of the declaration of legislative intent contained in Article I, § 500-101, of this chapter and the community development objectives contained in Article I, § 500-102, of this chapter, it is the intent of this article to:
A. 
Set reasonable standards and provide reasonable controls to assure sufficient parking capacity for the uses or potential uses of land in the Township;
B. 
Provide flexibility in the implementation of these standards by permitting construction of a reduced number of parking spaces under appropriate conditions;
C. 
Prevent hazards to public safety caused by the intrusion of parking upon public rights-of-way; and
D. 
Provide design standards that will minimize the impact of parking lots on adjoining property owners.
A. 
Any building or structure erected, altered or used and any lot used or occupied for any of the following purposes shall be provided with the minimum number of parking spaces set forth below, together with adequate driveways and street access in compliance with the requirements of Chapter 425, Subdivision and Land Development. The required spaces below are in addition to any state or federal handicapped space requirements.

The following uses require 1 space per employee and/or volunteer on the largest shift or during peak periods, PLUS the number of spaces listed below:

Hospital, inpatient clinic, sanitarium, nursing home
1 space per 2 beds
(c)
Hotel, motel or similar use
1 space per rental unit, plus 1 space per 200 square feet of gross floor area in common or public use (lobby, bar, meeting rooms, etc.)
(d)

Retirement complex. The following minimum parking standards shall apply to development in a retirement complex:
(a)
Independent dwelling units: 1 space for each independent dwelling unit to be used primarily by the residents of such units.
(b)
Independent dwelling units: 1 space for every 5 independent units to be used primarily by visitors to such units.
(c)
Apartment housing units: 1 space for every 3 personal dwelling units in apartment housing to be used primarily by the residents of such units and their visitors.
(d)
Skilled care facilities and personal care congregate facilities: 1 space for every 2 beds in skilled care facilities and personal care congregate facilities.
(e)
Staff parking: 1 space for each staff doctor.
(f)
Employee parking: 1 space for each employee working on the largest shift.
(13)
Schools:
(a)
Elementary or intermediate
1.75 spaces per classroom
(b)
High school
5 spaces per classroom
B. 
Any use not specifically listed in this section shall provide parking spaces in compliance with the Parking Generation Manual of the Institute of Transportation Engineers (ITE).
If the number of spaces required by § 500-901 is substantially larger than the number of spaces anticipated by the applicant, then the applicant may hold some of the parking in reserve in order to avoid unnecessary paving while ensuring adequate area for potential parking demands.
A. 
Suitable area must be available on the site for 100% of the parking required by § 500-901 above.
B. 
The number of spaces which must be paved initially may be reduced by up to 50% by the Township Supervisors, upon the recommendation of the Township Planning Commission. All stormwater engineering shall be designed based on total parking requirements, including the reserve.
C. 
Suitable area must be reserved for the balance of the total number of spaces required by § 500-901; these spaces shall be constructed by the applicant if and when determined necessary by the Supervisors, upon the recommendation of the Township Zoning Officer. The Supervisors may require the installation of these parking spaces under the following conditions:
(1) 
When there is evidence of a continued overflow of parking as installed by the applicant.
(2) 
When a reevaluation of the parking capacity by the Zoning Officer shows that future parking needs will not be met. The parking capacity shall be reevaluated whenever there is a change in use, ownership, number of employees, number of residents, building size, and/or land area.
D. 
The Zoning Officer, after consultation with the Board of Supervisors, may deny or revoke the use and occupancy permit of any use that fails to comply with this provision.
E. 
A financial guaranty shall be provided by the applicant to cover the cost of installation of the parking spaces held in reserve, for a period of 18 months following the installation of the initially constructed parking spaces. The type and dollar value of the guaranty must be approved by the Township Supervisors upon recommendation of the Township Solicitor and Engineer.
F. 
To qualify for use of the reserve parking concept, the applicant shall provide evidence supporting reduced parking needs to the Township Planning Commission and Engineer for their review and recommendations.
A. 
All parking areas must meet the requirements of the Township Subdivision and Land Development.[1]

B. 
No parking area or non-paved area shall be used for the sale, repair or dismantling of any vehicles, equipment, materials or supplies.

C. 
All commercial, industrial and institutional uses shall provide adequate off-street loading/unloading space.
D. 
All fencing, masonry walls, opaque slatting, or other compatible materials for use with chain link fabric shall be of a solid neutral color, compatible with surrounding uses, and maintained in a neat, orderly and secure condition.
E. 
All schools shall designate an area of level lawn or field for overflow parking for special events, which shall provide at least 100 parking spaces or one per two students of total capacity, whichever is less. This area may be located on adjacent property if written permission is secured as an easement from the property owner.
A. 
The parking spaces required under § 500-901 above may be reduced when two or more establishments share the same parking area, whether on the same lot or abutting lots, according to the following formula:
(1) 
Calculate the minimum amount of parking required for each land use as if it were a separate use.
(2) 
To determine peak parking requirements, multiply each amount by the corresponding percentage in Table One below for each of the five time periods.
(3) 
Calculate the column total for each time period.
(4) 
The column total with the highest value is the shared parking requirement.
B. 
When shared parking is used, sufficient area shall be set aside for the remainder of the required spaces, according to the requirements of § 500-902 above.
