A. 
There shall be a Department of Parks and Recreation (hereinafter "Department"), the head of which shall be the Director of Parks and Recreation (hereinafter "Director"), appointed by the Town Manager and confirmed by the Town Council.
B. 
Duties of the Director. The Director shall:
(1) 
Be responsible for the conduct and operation of the Department.
(2) 
Be responsible for the planning of the annual work program of the Department.
(3) 
Supervise the employees of the Department and be responsible for their training, safety and the efficient performance of the Department's functions.
(4) 
Be responsible for all matters pertaining to the construction, management, maintenance, care and operation of all physical properties utilized for parks and recreation purposes; and
(5) 
Prepare and submit the recommended budget to the Town Manager.
