The administrative functions, powers and duties, except as are by the Charter or general law reserved to the Council, shall be allocated among and within the following departments and the following boards, commissions, agencies and instrumentalities which are not allocated or assigned to a department:
A. 
Departments:
(1) 
Township Manager.
(2) 
Township Clerk.
(3) 
Department of Law.
(4) 
Department of Finance.
(5) 
Township Engineer.
(6) 
Construction Code Official.
(7) 
Zoning Officer.
(8) 
Fire Department.
(9) 
Police Department.
(10) 
Office of Emergency Management.
B. 
Boards, commissions, agencies and instrumentalities which are not allocated or assigned to a department:
(1) 
Municipal Court.
(2) 
Planning Board.
(3) 
Zoning Board of Adjustment.
(4) 
Board of Health.
(5) 
Agricultural Advisory Board.
(6) 
Those commissions, committees and advisory boards that the Township Council may from time to time create.
Appointive officers and employees need not be residents of the Township, unless the Council shall so require.
