A.
The purpose of this chapter shall be to require the clear
display of house numbers visible from public streets for all properties that
contain principal buildings within the Township, pursuant to N.J.S.A. 40:67-1,
Subsection j, et seq., in order to assist the general public and the authorities
in identifying any property in the case of an emergency, as well as for the
welfare of the general public in conducting their normal affairs.
B.
The owner in possession of any building for which an
official number is designated shall be required, at his/her own expense, to
place the official number in a conspicuous place so that it is clearly visible
from the street upon which such building fronts.
As used in this chapter, the following terms shall have the meanings
indicated:
Includes all houses, dwellings, stores, places of business and other
buildings which front or are accessed from any street, public or private,
in the Township.
The Township Assessor shall plot on the tax map of the Township all
the properties which now or hereafter front on any street, and shall designate
and assign a number therefor.
Notice of each designated and assigned number shall be sent to each
property owner by the Township Clerk.
In order to comply with this chapter, building numbers shall be Arabic
in design, shall have a minimum height of three inches and shall be mounted
in a secure fashion to the building front wall, porch or other fixed appurtenance
in front of the building in the general vicinity of the main entry way or
main path of travel which leads to the main entrance from a public street,
or shall be otherwise separately mounted in an approved manner upon the face
of a wall or upon a post in the front yard of the premises. Auxiliary numbers
shall be mounted at a height of between four feet and 10 feet above the adjacent
grade or interior landing beneath. They shall be sufficiently legible as to
contrasting background, arrangement, spacing, size and uniformity of integers
so that the numbers may be read with ease during daylight hours by person
possessing at least 20/40 vision if (s)he views the numbers from the center
line of the abutting street. House numbers must be displayed not more than
50 feet from the roadway. The numbers shall be so placed that trees, shrubs
or other obstructions do not block the line of sight of the numbers from the
center of the street.
Upon any subdivision of land in the Township resulting in lots other than those delineated on the map, the assessor shall assign a number to each such lot resulting from the subdivision, which shall be in proper numerical sequence in relation to the numbers assigned to other lots fronting upon the same street. (S)He shall record the new numbers on the tax records within 10 days of the final approval given for such subdivision of land. The official number shall be placed on the building or in a conspicuous place clearly visible from the street, as set forth in § 64-5, above, before a certificate of occupancy shall be issued by the construction code official.
The absence of building numbers, the insecure fastening or absence of any integer(s) thereof, the use of any number not assigned by the Assessor, the attempt to comply by using the numbers on or attached to a mailbox, or the failure of a number to meet the elevation or visibility requirements shall be considered a violation of this chapter. Failure on the part of the property owner to comply with the provisions of this chapter within a period of 30 days from the date of issuance of a notice of violation shall subject such owner to the penalties set forth in Chapter 1, General Provisions, Article III, Penalties and Enforcement, of this Code.
