Satisfy the issuing agent by demonstration of competence, by submission of two references from other official licensing authorities or by virtue of having practiced their trade for a length of time sufficient to satisfy the issuing agent of competence in the trade.

If the contractor is incompetent, the licensee shall demonstrate to the issuing agent that (s)he has achieved a level of competence that would enable him/her to perform satisfactory work and justify relicensing.
The issuing agent shall have the right to refuse or cancel the license of any contractor who consistently engages in unsatisfactory work, who attempts to defraud or not fulfill obligations of contracts or who does not remedy unsatisfactory work, whether by mistakes or unwitting errors made by himself/herself or those in his/her employ.

Licenses shall be renewed no later than the day before expiration, upon payment of the fee and meeting the requirement of having satisfactorily conducted his/her business during the license year in compliance with these provisions.
