Dismissal is the removal of an employee from employment for cause. An employee may be dismissed by the Administrator for any of the causes enumerated by statute or regulation for civil service employees.

A department head may recommend to the Township Administrator that proper proceedings be taken for the dismissal of an employee, when such action is deemed by the department head to be in the best interest of the Township service. Such dismissal recommendation shall be in writing and shall state the reasons therefor.
Any employee who is cited for dismissal by his department head shall be so informed immediately in writing by the department head. Such written notification shall state the reason for the dismissal. The procedure for such dismissal shall then be in accordance with the rules and regulations as laid down by the civil service laws of the State of New Jersey, and the rules laid down by the Civil Service Commission.
Suspension is the temporary removal of an employee from service. A suspended employee shall not receive pay, nor shall he be permitted to use or accrue any privileges or benefits during the suspension period.
A. 
Causes. An employee may be suspended without pay for reasons of misconduct, negligence, inefficiency, disloyalty, insubordination, repeated unauthorized absence or other offenses or causes.
B. 
Notice. Suspension may be by the department head or the Township Administrator. If the suspension is by the department head, notice thereof shall within 24 hours thereof be made to the Township Administrator. Notice of suspension shall be brought to the attention of the employee in writing, and shall specify the cause and number of days the employee shall be suspended.

C. 
Review. Whenever an employee is suspended or recommended for suspension, he shall have such right of review or appeal as afforded to him by the rules and regulations of the Civil Service Commission.
In any case where the laws of the State of New Jersey provide for the procedure to dismiss, suspend or otherwise discipline an employee, such laws shall control in preference to the provisions of this article.
The provisions of this article shall apply to the members of the Police Department, but shall not be considered to abrogate or repeal any of the provisions as contained in § 15-49, Division of Police, of the Code of the Township of West Milford.
