[Adopted as Sec. 15-2 of the 1976 Revised General Ordinances]
No street shall be dedicated to public use and accepted by the Township Council unless there shall be strict compliance with all of the requirements of this article, including the specifications regarding the width and construction of streets.
A. 
The right-of-way shall not be less than 50 feet, the graded width not less than 30 feet, and the paved width not less than 20 feet. Paved gutters shall be five feet in width on each side of the twenty-foot side pavement and be in addition to the twenty-foot wide pavement.
B. 
When a comprehensive improvement to an existing roadway is proposed, variations to these standards may be recommended by the Township Engineer, and accepted by the Township Council.
A. 
Line and grade. The street shall be constructed to conform to the designed line and grade. Grades shall not exceed 10%, nor be less than 1%.
B. 
Curbs. When the grade of any paved street exceeds 7%, there shall be constructed concrete or bituminous curbs on both sides of the street, in order to discharge stormwaters into storm sewers or other outlets as may be required. Curbs shall be constructed at all intersections. All curbs shall be constructed with the face being 15 feet from each side of the center line except at street intersections, where the minimum radius shall be 25 feet. The top curb shall generally be set to a grade two inches higher than that of the center line and shall have an exposed face of six inches. The concrete curb shall be six inches wide at the top, nine inches wide at the bottom and 18 inches in depth, and shall be in accordance with the New Jersey State Highway Specifications for Class "C" concrete. The bituminous curb shall be installed by an approved automatic curber; it shall be installed on top of pavement. All curbs shall be backfilled and subject to an inspection and approval by the Township Engineer. Belgium block curbs may be permitted as an alternate, installed according to Township Engineer's specifications.
A. 
A subgrade shall be prepared and approved by the Township Engineer before the stone base course is placed.
B. 
The stone base course shall be constructed of quarry processed stone, consisting of crushed or naturally angular particles of rock, which will pass a two-inch sieve and be retained on a No. 10 sieve. The broken stone shall be free of pieces coated with clay, caked stone dust and other objectionable materials. The grading of the quarry-processed stone shall conform to the following schedule requirements:

C. 
The stone shall be spread and shaped with road graders, so that when compacted by four passes of a three-wheel roller weighing at least 10 tons, it will have a thickness of at least four inches and will have a crown of at least three inches. Gutters shall be shaped to have a three-inch trough.
A. 
The Standard Specifications of the New Jersey Department of Transportation for Road and Bridge Construction, 1961, apply here as to Materials and Methods of Construction, their being recited at length in Articles 3.10.2, and 3.10.3.
B. 
Bottom course shall be CABC or Mix 2 placed to a compacted thickness of 1 1/2 inches. This course shall not be required for gutters.
C. 
Top course shall be FABC or Mix 5 placed to a compacted thickness of 1 1/2 inches. This course shall be used for gutters.
D. 
Bituminous concrete courses shall not be placed when the atmospheric temperature is below 40°, nor when the weather is foggy, rainy, or otherwise unfavorable in the opinion of the Engineer.
E. 
When the bituminous concrete is to be placed on newly constructed macadam base, the surface shall be cleaned and given a prime coat of asphaltic oil, tar, or emulsified asphalt satisfactory to the Engineer at the rate of 0.10 to 0.25 gallon per square yard.
F. 
Contact surfaces of curbing gutters, manholes, and other structures shall be painted with a thin coating of asphaltic oil RC-2 or RC-3 just prior to the placing of the bituminous concrete mixture against them.

All bridges and culverts on such streets shall be constructed and be in such a condition as approved by the Engineer of the County of Passaic. A certificate of such approval shall be filed with the Township Administrator.
Streets shall have such drains or drainage system as shall be required by the Township Council, with the recommendations of the Township Engineer. No streets shall be accepted for public use unless and until easements on land adjacent to them shall have been procured for all drains.
The Township Council shall reserve the right to require its agreement with public, quasi-public or private utility companies relative to the future construction and maintenance of utilities, on, over, along or under streets.
A. 
All of the work set forth in §§ 332-16 to 332-21, both inclusive, shall be supervised by the Township Engineer. All fees for such supervision shall be paid by the person requesting the acceptance of the streets.
B. 
Fees shall be computed on an actual salary cost, to which shall be added a percentage to cover cost of fringe benefits actually received or to be received.
C. 
The Township Engineer shall compute the cost and certify its correctness on the submitted bill.
After the streets are completed and approved as set forth herein, and sufficient permanent stone monuments have been set to lines and grades as approved by the Township Engineer, a deed shall be properly executed by all the owners of the land within them. The deed shall be delivered to the Township Council, conveying the streets or the lands thereof, to the Township, in fee simple, free of all encumbrances, including taxes and assessments. The deed shall be accompanied by one original map delineated on tracing cloth with black waterproof ink, six blueprints on cloth, indicating all details required by and approved by the Township Engineer, and the recording fees for the deed and filing of the original tracing map and one cloth print with the Register of Deeds of the County of Passaic. The Township Council may accept the same, provided the conditions set forth herein shall have been complied with.
The provisions of this article shall not be applicable in the case of streets heretofore dedicated or in use by the public as public thoroughfares, wherein the Township Council determines by ordinance to straighten or realign the same and to procure new rights-of-way for future improvement thereof.
