The purpose of this chapter is to authorize public servants of the Town of Monroe to issue and serve appearance tickets in connection with violations of state statutes, local laws, ordinances or rules and regulations of the town and the watershed regulations of the Village of Monroe which the public servants are authorized or required to enforce.
The following public servants of the Town of Monroe are hereby authorized to issue and serve an appearance ticket with respect to violation of a state statute, a local law, ordinance, rule and regulation of the Town of Monroe and the watershed regulations of the Village of Monroe, that such public servants are respectively required or authorized to enforce:
A. 
Building Inspector and Deputy Building Inspector: the Zoning Law of the Town of Monroe, the Building Code of the Town of Monroe,[1] the New York State Multiple Dwelling Law, the Energy Conservation Law of the Town of Monroe and all other zoning and planning regulations and all laws, rules and regulations relating to the health, safety or welfare of the occupants of any building.

B. 
Constables: all state statutes, Town of Monroe local laws, ordinances, rules and regulations relating to public health and safety, the licensing of businesses and the Village of Monroe watershed regulations insofar as they affect the Town of Monroe.
C. 
Fire Marshal and Fire Inspectors: the Fire Code of the Town of Monroe.[2]

D. 
Town Superintendent of Highways: all state statutes, local laws, ordinances, rules and regulations of the Town of Monroe regarding the use or maintenance of town highways and related facilities.
An appearance ticket other than for a parking violation shall be served personally.
