GENERAL REFERENCES
Fire prevention — See Ch. 27.
The Town Board of the Town of Monroe finds that it is essential to the public health, safety and welfare of the residents of the Town of Monroe to require that all residential, commercial, public and private buildings located in the unincorporated areas of the Town be conspicuously displayed with the street numbers of said buildings. The Town Board further finds and determines that the posting of the E911 street numbers on all buildings will provide the Town's emergency services with the ability to respond quickly to life-threatening situations.
Each person, owner, agent of the owner or occupant of real property within the unincorporated areas of the Town of Monroe shall be responsible for displaying and maintaining the display of the E911 street numbers of said real property in accordance with this Chapter as follows:
A.
Commercial property (nonresidential). In the event the property contains one building, then one number of the property shall be conspicuously displayed on the face of the building. The face shall be the side facing the street of the address, and it shall be readily readable from the street without the aid of any artificial lens or lenses. In the event that the property contains more than one building and more than one street number has been assigned to the property, then the numbers shall be conspicuously displayed on the respective faces of each building or on a gate post, mailbox, fence or other appropriate structure within 20 feet of the road pavement of the street address that is readily readable from the street without the aid of any artificial lens or lenses. Wherever practical, said numbers shall be placed near some light or source of illumination so that said numbers may be readily seen at night.
B.
Residential property. On each parcel of improved residential property, the number shall be conspicuously displayed on the face of the building, the face being the side facing the street of the address which it fronts. Said number shall be readily readable from the street without the aid of any artificial lens of lenses. If the number is displayed on a gate post, mailbox, fence or other appropriate structure, it must be within 20 feet of the edge of the road pavement of the property. If the building is not visible from the street, the numbers must be displayed on the mailbox or visible post. The numbers shall be so placed so that they will not be obstructed from view by trees, shrubbery, porches or other extensions of the building. Wherever practical, said numbers shall be placed near some light or source of illumination so that they may be readily seen at night. The display of any house number other than the E911 number is prohibited.
C.
Size of numbers. For residential property, the displayed numbers shall be four inches in height. For commercial property, the displayed numbers shall be not less than eight inches nor more than 12 inches in height.
D.
The displayed numbers shall be block Arabic numerals.
E.
The color of the displayed numbers must contrast with their background color.
The provisions of this chapter shall be enforced by the Building Inspector, the Assistant Building Inspector or by the Code Enforcement Officer of the Town of Monroe.
Any person, owner, agent of the owner or occupant of real property within the unincorporated areas of the Town of Monroe who violates any of the provisions of this chapter shall be found guilty of a violation and shall be subject to a fine of not more than $50. Each week on which such violation continues shall constitute a separate and distinct violation.
