The following appointed officials, as set forth by the Charter and this chapter, are herein recognized for the purpose of effective and efficient administration of the governing of the Township.
There shall be a Township Manager appointed by the Board whose appointment and qualifications shall be as stated in § C701 of the Charter. The Township Manager shall serve as the chief administrative official of the Township and shall have the powers and perform those duties as prescribed by the Charter, this chapter or by ordinances or resolutions of the Board.
The Township Manager shall appoint, with the advice and consent of the Board, an Assistant Township Manager; however, no appointment shall be for a term longer than that of the Manager. The Assistant Manager shall be appointed solely on the basis of executive administration qualifications, either by training or by education, with special reference to actual experience in or knowledge of accepted practices in respect to the duties of the office.
The Township Manager shall designate in writing, subject to the approval of the Board, an Acting Township Manager in accordance with § C705 of the Charter. The Acting Manager shall be an employee of the Township who shall exercise the powers and duties of the Manager during his absence or disability.
A. 
There shall be an elected Finance Officer in accordance with § C801 of the Charter. The procedure for nomination and election of the Finance Officer shall be in accordance with § C802 of the Charter and in accordance with law. The elected Finance Officer shall perform those duties as specified in § C803 of the Charter. The elected Finance Officer's qualifications, the manner in which a vacancy in such office is filled and the compensation for such office are set forth in the Charter in §§ C801, C804 and C805, respectively.
B. 
Compensation.

(1) 
The annual compensation of the Finance Officer for the collection of Township taxes (the real estate tax, the mercantile tax and the business privilege tax) and the oversight of third-party agencies retained by the Township Board of Commissioners to administer the collection of the earned income tax shall be $20,000.
(2) 
The annual compensation of the Finance Officer for performing the duties of the Controller at the request of the Board of Commissioners shall be $3,000.
A. 
There shall be a Township Solicitor appointed by the Board whose manner of appointment, tenure and qualifications shall be as provided in § C1001 of the Charter.
B. 
As legal counsel for the Township government, the Solicitor shall:
(1) 
Prepare and revise ordinances or resolutions when so requested by the Township Manager, the Board or any committee thereof.
(2) 
Provide legal opinions upon any legal matter or question submitted by the Board, its committees, the Township Manager or department heads.
(3) 
Attend all Board meetings.
(4) 
Litigate all legal actions and claims brought by or against the Township, except in those cases in which other legal counsel is retained.
(5) 
Approve for legality all contracts, agreements and other legal documents prior to execution by authorized Township officials.
(6) 
Perform such other duties as may be prescribed by law, the Charter or action of the Board.
There shall be a Township Controller appointed by the Board whose manner of appointment, tenure, duties, qualifications and compensation shall be as provided in § C901 of the Charter.
There shall be an Acting Township Controller appointed by the Board in accordance with § C902 of the Charter. The Acting Controller shall be an employee of the Township and shall exercise the powers and duties of the Controller during his absence or disability.
