A. 
Pursuant to the provisions of the Pennsylvania Borough Code, a Recreation Board is hereby created and established for the Borough of Hanover, York County, Pennsylvania, said Board to consist of seven persons, one of whom shall be a member of the School Board of the School District of the Borough of Hanover when appointed, and one of whom shall be a member of Borough Council when appointed.

B. 
Financial Commission.

(1) 
In the investment of funds raised for a Recreation Board Endowment and other funds or property acquired or received by the Borough of Hanover for recreation purposes, only such investment shall be made as shall be recommended by the Financial Commission, which is hereby created consisting of three members, as follows:
(a) 
One individual, appointed by the Hanover Borough Council, who shall have management experience in local private banking or savings institutions or as a self-employed businessman or businesswoman who as part of his or her work responsibilities must invest business funds and make purchases of equipment and materials.
(b) 
One individual, appointed by the Hanover Public School System Board of Directors, who shall have management experience in local private banking or savings institutions or as a self-employed businessman or businesswoman who as part of his or her work responsibilities must invest business funds and make purchases of equipment and materials.
(c) 
One individual from the Hanover Recreation Board, appointed by the Hanover Recreation Board, who shall have management experience in local private banking or savings institutions or as a self-employed businessman or businesswoman who as part of his or her work responsibilities must invest business funds and make purchases of equipment and materials.
(2) 
In the event of the refusal or neglect of any of the aforesaid bodies to act, then the vacancy or vacancies shall be filled by a person appointed by the Mayor of the Borough of Hanover and approved by the Borough Council.
(3) 
All Financial Commission members shall serve terms of five years and shall be full members of the Hanover Recreation Board.
The members of the Board shall be appointed by the Borough Council of the Borough of Hanover and shall serve for terms of five years or until their successors are appointed, except that the members of such Board first appointed shall be appointed for such terms that the term of one member shall expire annually thereafter.
Members of the Recreation Board shall serve without pay, and vacancies in such Board occurring otherwise than by expiration of term shall be filled for the unexpired term in the same manner as original appointments.

A. 
The members of the Recreation Board hereby established shall elect their own Chairman and Secretary and select all other necessary officers to serve for a period of one year.
B. 
The Recreation Board may advise the Borough Manager on the selection of Recreation Directors and personnel standards to provide proper supervision and operation of recreation activities. The Borough Manager or his appointed staff with designated employment powers, as provided by Chapter 16, Borough Manager, as amended, shall be responsible for all employment matters required to operate recreation programming.

The Recreation Board appointed pursuant to the provisions of this chapter shall have the authority to advise the Borough Manager and the Borough Council on the proper supervision and maintenance of recreation places.
A. 
The Recreation Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money, from any individual or group, to be used as specified by the donor or by the terms of acceptance.
B. 
A separate perpetual endowment fund shall be established to be used for changes and improvements to recreation facilities under the supervision of the Financial Commission. Only interest earnings from the fund shall be used for improvements or changes which shall in no case be normal maintenance or upkeep items. Final determination in regards to whether a change in facility is for an improvement or a new facility will rest with the Financial Commission.

C. 
A maintenance endowment fund shall be established to be used for specific gifts and bequests given to maintain a specific park, play field or playground area or equipment. This fund shall be placed under the supervision of the Financial Commission. Only interest earnings from the fund shall be used to maintain the facility or facilities itemized in the gift or bequest. Final determination as to the use of money for maintenance will rest with the Financial Commission.

This chapter may be amended, repealed or modified at any time by another ordinance regularly adopted by the Borough Council of the Borough of Hanover.
