Whenever, by reason of sickness or other causes, the Mayor shall be disabled or absent from performing the duties of his office, the President of the City Council or, in his/her absence or disability, the City Treasurer or, in his/her absence or disability, the City Collector or, in his/her absence or disability the City Clerk shall, under the style of Acting Mayor, perform the duties of Mayor. Such officer shall, during the continuance of such disability or absence, have all the rights and powers of the Mayor, except that he/she shall not when so acting have the power of removal.
