It shall be the policy of the Town of Deerfield that all costs of the
sanitary sewer system, including in particular capital costs such as repairs
and improvements, shall be charged entirely to the users of that system; and
all revenues derived from the sanitary sewer system, including in particular
hookup and betterment fees, shall be employed solely for the purposes of that
system.
