No owner or person having the care of horses, cattle or other grazing animals shall permit or suffer the same to go at large on any street, way or public place within the town, nor permit any such animal to go upon any sidewalk therein except to cross the same.
No person shall hitch a horse to any tree standing in any street or public place in the town, or to any structure erected for the protection of any tree, shrub or vine, or suffer any horse in his care to remain hitched across any sidewalk, or to stop his team or vehicle so as to make any unnecessary obstruction to any foot-crossing made in and across any public ways in the town.
No person shall bait or feed in any street or public place any horse or beast unless the horse or beast while being baited or fed is under the care of some suitable person and is properly secure to prevent it from getting beyond such person's control.
