It shall be the duty of the Moderator to maintain a board of seven members to be known as the "Finance and Advisory Board," who shall hold no elective office in the Town, and who shall serve without pay. The term of appointment for said Board members shall be for alternating three-year terms or for such shorter periods as may be necessary to fill vacancies. At or following each Annual Town Meeting, the Moderator shall appoint members to said Board; provided, however, that to implement this reduction in the size of the Finance and Advisory Board, one of the Board member positions expiring June 30, 2015 and one expiring June 30, 2016 shall not be filled.

Said Board shall act as an advisory board for the town in all matters related to the raising and appropriating of money, and in such other matters as they deem for the interest of the town, and as they may be called upon from time to time by officials and citizens of the town.

A board of town officials or any town official or citizen may call for the advice of said Finance and Advisory Board in respect to town matters by first presenting the matter in brief to the Chairman of said Board, who will call a meeting of said Board to hear the case, if in his opinion, it is worthy of consideration; after such hearing the Board shall report its findings to the petitioner, and to such committee, board or town official that has been identified with the case, with their recommendations. Said Finance Board shall keep a record of all action taken by it.
The Finance Committee may require the various officers and boards of the town to appear before it, at such time and place as said Committee may appoint, for information and conference upon the matters referred to said Committee, and it shall be the duty of said officers and boards to appear before said Committee at the times and places named; provided, however, that any information may be withheld when in the opinion of said boards or officers the communication thereof might injuriously affect the interest of the town.
