The Madison Alliance Addressing Substance Abuse is hereby established for the aforementioned purposes.[2]

"The Alliance shall work toward the prevention of alcohol and drug abuse by:
"(1) Ensuring communication, cooperation and coordination of efforts to schools, law enforcement, business groups and other community organizations for the purpose of reducing alcohol and drug abuse; provided, however, that the foregoing is accomplished in accordance with existing laws and regulations.
"(2) Cooperating with local school districts to facilitate the provision of comprehensive and effective alcohol and drug abuse education programs in grades Kindergarten through 12.
"(3) Supporting local school district procedures for the intervention, treatment and discipline of students abusing alcohol or drugs in conjunction with Project Community Pride and assisting in raising community awareness of these procedures.
"(4) Developing and promoting comprehensive alcohol and drug abuse education, support and outreach efforts for parents in the community.
"(5) Developing and promoting comprehensive alcohol and drug abuse community awareness programs.
"(6) Developing a comprehensive plan to provide matching funds equivalent to the amount of funding received from the Drug Enforcement and Demand Reduction Fund."
The Alliance will be recognized as an advisory committee and will report to the Mayor and Council.
The Alliance shall consist of 15 to 20 members and shall include broad representation from all segments of the Madison community, including, without limitation, the following:

Mayor's representative.
B. 
Health educator.
C. 
Council liaison.
D. 
Chief of Police or designee.
E. 
School Board member.
F. 
Superintendent of Schools or representative.
G. 
Student Assistance Coordinator: Project Pride.
H. 
Parent-Teacher Association representative.
I. 
High School and Junior High School Administration members.
J. 
Representative of the local bargaining unit for teachers.
K. 
Representative(s) of local business.
L. 
Recreation Department representative.
M. 
Teen Center Board representative.
N. 
Representative(s) of local civic associations.
O. 
Representative(s) of local religious groups.
All members of the Alliance shall be appointed by the Mayor with the advice and consent of the Borough Council.
The initial members shall be appointed within 60 days after the effective date of this chapter, and their terms shall commence on the day of their appointment. With respect to the initial members, five shall be appointed for initial terms of one year; five shall be appointed for initial terms of two years; the remaining members shall be appointed for initial terms of three years. The term of each member appointed shall be designated in his appointment. All subsequent appointments, except to fill vacancies, shall be for the full three-year term. There are no restrictions on reappointment and all vacancies shall be filled, for the unexpired term, by the Mayor with the advice of Council.
The Alliance shall hold regular meetings with a calendar of meetings established in advance. Minutes of all meetings shall be taken to serve as public record. A majority of Alliance members shall constitute a quorum for the transaction of business.
