The office of Chief Financial Officer, as provided for by law, is hereby
established.
Any person appointed to the office of Chief Financial Officer shall
be a certified municipal finance officer or shall promptly engage in a course
of study so as to qualify for and obtain such a certification prior to January
1, 1991, as provided for by N.J.S.A. 40A:9-140.1 et seq., and such person
shall not be a member of the Borough Council.
A.
The Chief Financial Officer shall be appointed by the
Borough Council.
B.
Any person who has served as Chief Financial Officer
for a period of not less than five consecutive years shall, upon compliance
with the requirements of N.J.S.A. 40A:9-140.8, be granted tenure of office
and shall continue to hold office during good behavior and efficiency, and
shall not be removed from office except as permitted and provided for in N.J.S.A.
40A:9-140.8.
The Chief Financial Officer shall receive such salary and/or other compensation
as may be established by separate salary ordinances or amendments thereto
for the position of Finance Director.
The Chief Financial Officer shall be responsible for discharging all
duties as provided by law for a chief municipal financial officer, serve as
the Finance Director responsible for management and operation of the Finance
Department and perform such other duties as specified in a job description
prepared by the Borough Administrator.
In the event of a vacancy in the office of chief financial officer,
the Borough Council may appoint a temporary chief financial officer in accordance
with N.J.S.A. 40A:9-140.13.
This chapter is intended to implement the provisions of N.J.S.A. 40A:9-104.1
to 140.13, governing municipal finance officers, and all provisions of this
chapter shall be interpreted in a manner consistent therewith.
