The areas listed, a copy of which list is on file in the Borough Clerk's office, are hereby designated as handicapped parking spaces for the exclusive use of persons who have been issued special identification cards by the Division of Motor Vehicles. Said designation shall be indicated on the parking space in accordance with the Manual on Uniform Traffic Control Devices for Streets and Highways. Each space shall be a minimum of 12 feet wide.

The penalty for violating § 110-1 shall be a fine of $250 for the first offense and a fine of at least $250 and up to 90 days' community service for all subsequent offenses, on such terms and in such form as the court shall deem appropriate, or any combination thereof.
All ordinances or parts of ordinances inconsistent herewith are hereby repealed, and this chapter shall take effect as provided by law.

A. 
Owners of premises, whether public or private, having parking spaces reserved for handicapped drivers, must clear said handicapped parking spaces and access thereto of snow and/or ice.
B. 
No owner or operator of premises, whether public or private, having parking spaces reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, piling or placement of snow or ice in such spaces.
C. 
Handicapped parking spaces must be cleared of snow and ice within 12 hours after the same shall fall or form thereon.
D. 
The penalty for violating this section shall be $200 per offense.
