In accordance with N.J.S.A. 40:5-18, a service charge of $20 shall be added to any account owing to the Borough of Madison when payment is tendered by check or other written instrument which is returned for insufficient funds.
Whenever an account owing to the Borough of Madison is for a tax or special assessment, the service charge authorized by § 157-1 shall be included on any list of delinquent accounts which is prepared for the enforcement of the lien.
Any service charge authorized by § 157-1 shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument was tendered. In addition, the governing body may require future payments to be tendered in cash or by certified or cashier's check.
