This district is designed to provide opportunities for the placement of mobile homes on individual lots in a subdivision arrangement in an effort to encourage the provision of housing opportunities which are consistent with the needs of potential mobile home owners. Development in this district must comply with the City's Subdivision Ordinance requirements.[1]

Uses permitted in the Residential Mobile Home Subdivision (R-4) District shall be established in conformance with the standards of this article, Article XV and as specified in the City Code. Uses permitted shall be one or more of the following uses:
A. 
Single-family mobile homes.
B. 
All uses permitted in R-1 and R-2 Districts.
Conditional uses in the Residential Mobile Home Subdivision (R-4) District shall be permitted following a public hearing and approval as set forth in Articles XVI and XVIII. Conditional uses shall be one or more of the following uses:
A. 
Schools, parks and playgrounds.
B. 
Churches.
C. 
Libraries.
D. 
Professional offices, such as medical, dental, legal, engineering and architectural, conducted as home occupations.
E. 
A planned unit development.
A. 
The minimum gross area for any R-4 District shall be five acres. This shall not preclude consideration of logical extensions of existing R-4 Districts onto adjacent contiguous properties of less than five acres.
B. 
Whenever any lot in an R-4 District abuts any land in any other residential zoning district, the following yard requirements shall be observed for that portion of the lot which adjoins the other residential district:
(1) 
Side yard: 40 feet; provided, however, that accessory buildings may be located not less than five feet from the side lot line.
(2) 
Rear yard: 40 feet; provided, however, that accessory buildings may be located not less than five feet from the rear lot line.
C. 
The minimum lot area served by public water and sewer systems for one- and two-family detached or two-family dwellings is 5,000 square feet per unit.
D. 
Other permitted and conditional uses shall have area to meet setback and parking requirements.
E. 
For permitted uses utilizing individual sewage disposal systems, the required area for any such use shall be approved by the Health Official. The Administrator may require a greater area if considered necessary by the Health Official.
The setback line for structures shall be 20 feet from any street right-of-way.
A. 
The minimum frontage for permitted uses shall be 50 feet measured at the setback line.
B. 
The minimum frontage for conditional uses shall be 80 feet as measured at the setback line.
The yard requirements for each main structure for permitted uses shall be as follows:
A. 
A side yard shall be a minimum of 10 feet, except where such yards adjoin a street, in which case they shall be increased 10 feet.
B. 
The rear yard shall be 20 feet.
C. 
The side yard for an accessory structure shall be a minimum of five feet, and the accessory structure may be located within 10 feet of the rear lot line.
The maximum height for structures shall be 35 feet.
The maximum lot coverage shall be 45%.
Any mobile home installed on any lot in the R-4 District, shall be subject to the following standards:
A. 
Only those mobile homes constructed in accordance with regulations promulgated under the Federal Manufactured Housing Construction and Safety Standards Act or the Virginia Industrialized Building Unit and Mobile Home Safety Act, as amended, and bearing the appropriate seal and labels to certify compliance with such regulations shall be located on any lot in the R-4 District.
B. 
All wheels, tongues and similar devices designed for the transportation of the unit and which are capable of removal shall be removed. Those devices not capable of removal shall be appropriately screened or skirted.
C. 
The unit shall be located on the site and anchored in accordance with the provisions of the Virginia Uniform Statewide Building Code. All plumbing, electrical, mechanical and similar exterior attachments or connections to the unit shall be constructed in compliance with the Virginia Uniform Statewide Building Code.
D. 
A permanent masonry foundation, designed, constructed and maintained so as to completely conceal the undercarriage of the unit and fixtures thereof, shall be installed around the entire perimeter of each unit.
E. 
Manufactured homes in excess of 20 years of age at the date of application for a building permit shall not be relocated within the City of Galax or brought into the City of Galax and placed in a R-MH District.
