A. 
Words and phrases. Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein.
B. 
Official time standard. Whenever certain hours are named in this chapter, they shall mean either Eastern standard time or Eastern daylight saving time as may be in current use.
A. 
The Director of the Department of Public Safety or, in his absence, disability or inability to act, the Mayor and, in the event of his absence, disability or inability to act, then the Chief of Police of the municipality is hereby authorized to provide, by regulation, for the closing of any street or portion thereof to motor vehicle traffic on any day or days or during specified hours on any day or days whenever he finds that such closing is necessary for the preservation of the public safety, health or welfare.
B. 
Any regulations promulgated by the Director of the Department of Public Safety and in accordance with Subsection A above shall provide for the posting of proper warning signs of such closing on any street or portion thereof during the time the same is closed in pursuance thereof.
C. 
Any violation of this regulation promulgated hereunder shall be punished by a fine not to exceed $2,000, a period of imprisonment for a term not to exceed 90 days and/or a period of community service not to exceed 90 days; in addition, an automated traffic system surcharge of $2 and an EMT training fund surcharge of $0.50.

D. 
Any regulation adopted that mandates the closing of any street for a period greater than 48 consecutive hours shall not become effective unless and until it has been submitted to and approved by the Commissioner of the Department of Transportation.
Any vehicle parked in violation of this chapter shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall bear the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.

Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both, and an automated traffic system surcharge of $2 and an EMT training fund surcharge of $0.50.
If any part or parts of this chapter are, for any reason, held to be invalid, such decision shall not affect the validity of the remaining portions of this chapter.
All ordinances or parts of ordinances in conflict with or inconsistent with the provisions of this chapter are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter. (NOTE: In any codification of traffic ordinances or when a comprehensive ordinance is adopted, all previous traffic ordinances should be repealed unconditionally.)
The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other, more restrictive provisions prohibiting or limiting the stopping or standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, in any other New Jersey statute or as hereinafter provided.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare any emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, road construction, fire or public celebration dictates or requires avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
The effectiveness of this section is contingent upon the signs being erected as required by law.
A. 
Whenever snow has fallen and the accumulation is such that it covers the streets or highways, an emergency shall exist and no vehicle shall be parked on the streets or highways or portions thereof indicated:

The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
C. 
Any unoccupied vehicle parked or standing in violation shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.

No person shall park any vehicle upon lands immediately adjoining East Atlantic Avenue and West Atlantic Avenue.
(2) 
Vehicles and/or equipment owned, operated or under contract with Conrail or a lessee of Conrail, the Borough of Haddon Heights, the County of Camden, the State of New Jersey, any federal entity or utility company for the purpose of providing service or maintenance to the immediate area including the railway, buildings, equipment, roadway and/or utility service shall be exempt from this section.

A. 
No person shall park a vehicle upon any Borough property, streets or parts of streets described as spaces designated as delivery permit parking without the permission of the permit holder.
B. 
The parking spaces shall be designated by signs posted adjacent to the spaces numbered 1 through 9. Such spaces are only authorized for delivery vehicles. The police department shall issue up to nine permits which authorizes specific parking spaces for delivery vehicle parking.
C. 
The permits are nontransferable to new businesses and need to be renewed annually. The permit can be withdrawn at the discretion of Council due to abuse. The permit is to be held at the holder’s place of business. The Police Department shall consult with the Haddon Heights Business Association prior to the issuance of the permit. The permits shall only be issued to businesses that consistently make deliveries.

No person shall park a truck, tractor, trailer, semitrailer or omnibus having a registered gross weight in excess of four tons (8,000 pounds) upon any street described between the hours of 9:00 p.m. and 6:00 a.m.

A. 
No person shall park a trailer or commercially registered vehicle upon East or West Atlantic Avenues or upon lands immediately adjoining East and West Atlantic Avenues between the hours of 5:00 p.m. and 5:00 a.m.
B.

Pursuant to N.J.S.A. 40:67-16.1, the streets or parts of streets as described are hereby designated as routes for vehicles over ___ tons. All trucks having a total combined registered gross weight of vehicles plus load in excess of ___ tons shall be excluded from all streets, except from those streets listed which form a part of the system of truck routes. Vehicles will be permitted on all streets for the purpose of the pickup and delivery of materials.

Camden County Park. Any person who parks a vehicle on Camden County Park land in violation of any posted parking restriction shall be subject to a fine. Nothing in this subsection shall apply to the vehicles and apparatus of a fire department, police department, or ambulance when responding to an emergency. All provisions of the State Motor Vehicle Act and Traffic Laws will apply on Camden County Park lands and will be strictly enforced with further restrictions as follows:

No person shall park or store any motor vehicles, wagon, cart, or trailer on county parkland except in areas designated and posted for such purposes. Such parking areas are for the use of park patrons only.
(2) 
The repairing of vehicles is not permitted within county parklands.

No motor vehicles are allowed on the grassy areas within the Camden County Park land without prior written approval from the Camden County Park Director.
(4) 
No motor vehicle with a registered gross weight of more than 6,000 pounds shall be permitted to park on any paved parking lot on Camden County Park lands. No person shall drive or operate any off-road vehicle or snowmobile anywhere within the Camden County Park except at such time and places as may be designated by the Camden County Park Director and/or authorized by permit.

A. 
Adoption of Manual on Uniform Traffic Control Devices for streets and highways.
(1) 
The Borough hereby finds and declares that problems of traffic control occur when traffic must be moved through or around road or street construction, maintenance operations and utility work, above or below ground, which requires blocking the roadway and obstructing the normal flow of traffic; and that such obstructions are or can become dangerous when not properly controlled. In order to better promote the public health, safety, peace and welfare, it is necessary to establish controls and regulations directed to the safe and expeditious movement of traffic through construction and maintenance zones and to provide safety for the work forces performing these operations.
(2) 
The Borough of Haddon Heights, in the County of Camden, State of New Jersey, does hereby adopt the current Manual on Uniform Traffic Control Devices, current edition, hereafter known as "MUTCD," except as hereby supplemented and amended, as it controls and regulates whenever construction, maintenance operations or utility work obstructs the normal flow of traffic. Any person, contractor or utility who fails to comply with the provisions of MUTCD while performing such work is in violation of this section.

It shall be the responsibility of the person, contractor or in the case of a public utility as required under the Public Utility Agreement, Section 16:25-9.2, wishing to conduct work on, under or above the roadway to contact the Traffic Division of the Haddon Heights Police Department in order to arrange a preconstruction meeting in order to submit plans for the safe movement of traffic during such period of construction work, except in the case of an emergency. A permit will be issued by the Haddon Heights Police Department. Any person, contractor or utility who fails to comply with this section prior to the start of such work or whose plans are not approved by the Traffic Division of the Haddon Heights Police Department is in violation of this section.
C. 
Emergency contact phone numbers. The person, contractor or utility shall provide the Traffic Division with at least two emergency contact phone numbers to be called in case of emergency problems at the construction or maintenance site prior to the start of any work. If, for any reason, emergency contacts cannot be reached, or if the emergency contact person does not respond to a call from the Police Department to correct a hazardous condition, the Borough may respond to correct such hazardous condition. The reasonable fees for such emergency services by the Borough shall be charged to the person, contractor or utility responsible for such condition.
D. 
Time limits. There shall be no construction, maintenance operations or utility work an any roadway in the Borough before the hour of 9:00 a.m. or after 4:00 p.m. except in the case of an emergency. This time limit may be adjusted to permit work prior to 9:00 a.m. or after 4:00 p.m. by the officer in charge of the Traffic Division of the Haddon Heights Police Department. If it is determined by the officer in charge of the Haddon Heights Police Traffic Division that the construction or maintenance operations prior to 9:00 a.m. or after 4:00 p.m. would substantially delay traffic or cause a safety or health hazard, the work shall then be permitted only between 9:00 a.m. to 4:00 p.m.
E. 
Road closings and detours. Road closings and/or traffic detours shall not be permitted unless approved by the Haddon Heights Police Traffic Division except in the case of an emergency.
F. 
Traffic directors. Traffic directors shall be posted at all construction or maintenance sites when determined by the Haddon Heights Police Traffic Division that the same is necessary to provide for the safety and expeditious movement of traffic.
G. 
Stop work. The Traffic Division of the Haddon Heights Police Department shall have the authority to stop work, including the removal of equipment and vehicles, stored material within the street right-of-way, backfilling of open excavations and/or other related work, in order to abate any nuisance and/or safety hazard or for any violation of this section.
H. 
Violations and penalties.
(1) 
Any person, contractor or utility who commits a violation of this section shall, upon conviction thereof, pay a fine of not more than $2,000, be imprisoned in the county jail for a term not exceeding 90 days and/or be subject to community service for a term not exceeding 90 days.

(2) 
A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.

A. 
Installation.
(1) 
The Borough hereby determines to install and utilize a traffic control signal monitoring system ("system") at various intersections within the Borough of Haddon Heights as approved by the Commissioner of Transportation pursuant to the Act.[1]

(2) 
The system to be installed shall be approved by the governing body by resolution.
(3) 
The Borough shall have the authority to enter into a contract, following a lawful procurement process, for the installation of the system. Any contract that shall contain provisions contrary to the Act shall not be deemed invalid but rather reformed to conform to the Act.
(4) 
The signs notifying drivers that a system is being utilized shall be approved by the Municipal Engineer, and shall be placed on each street converging into the affected intersection as required by the Act.
(5) 
The Municipal Engineer shall inspect and certify the system at least once every six months from the date of its installation.
B. 
Issuance of a summons. The Police Department of the Borough of Haddon Heights shall review the recorded images produced by the system to determine whether sufficient evidence exists demonstrating that a traffic control signal violation has occurred and shall issue a summons when appropriate in accordance with the rules of the Court.
C. 
Use of recorded images.
(1) 
Except as otherwise provided in this section, the recorded images produced by the system shall be available for the exclusive use of the Police Department for the purpose of discharging his or her duties under P.L. 2007, Ch. 348.[2]

(2) 
Any recorded image or information produced in connection with the system shall not be deemed a public record under N.J.S.A. 47:1A-1 et seq. or common law. The recorded images shall not be:
(a) 
Discoverable as a public record by any person, entity, or governmental agency, except upon a subpoena issued by a grand jury or a court order in a criminal matter; or
(b) 
Offered as evidence in any civil or administrative proceeding not directly related to a traffic control signal violation.
(3) 
Any recorded image or information collected in connection with a traffic control signal violation shall not be retained after 60 days following the collection of any fine or penalty.
(4) 
If a summons is not issued within 40 business days following the traffic control signal violation, all recorded images and any information collected with respect to the traffic control signal violation shall be removed by the Police Department within two business days.
(5) 
The Borough of Haddon Heights shall certify compliance of this section by filing a report with the Commissioner of Transportation in accordance with the Act.
D. 
Owner's liability. The liability of the owner and operator of a motor vehicle for a traffic control signal violation summons pursuant to the system shall be joint subject to provisions of the Act.
E. 
Fines. Any person liable for a traffic control signal violation, pursuant to the section and the Act, utilizing the system shall be subject to the following fines:
(1) 
Violation: $88.
(2) 
Late fee: as set by the Municipal Court Judge.

A. 
No driver shall enter an intersection unless there is sufficient space on the other side of the intersection to accommodate the vehicle he/she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.
B. 
This section is consistent and amplifies N.J.S.A. 39:4-67, by authorizing the installation of signage to be designed for this purpose and erected at intersections.
C. 
All intersections within the Borough of Haddon Heights designated with “Do Not Block the Box” pavement striping and signage shall be subject to the provisions of this chapter.
D. 
There shall be a minimum penalty of $35 dollars for a violation of this section.
