The purpose of this chapter is to require and regulate, in a uniform manner, the clear display of authorized and assigned house or building numbers fronting on any street in the Borough of Haddon Heights in order to assist the general public in locating or identifying any property or, in the case of an emergency or otherwise, for the health, safety and general welfare of the public.
This chapter shall be known as the "Borough of Haddon Heights Address Numbering Ordinance."
All residential, commercial, industrial or other structures erected or to be erected within the Borough shall display identification numbers as provided herein and in accordance with specifications provided herein.
The owner, occupant or lessee of each and every structure which now fronts or which hereafter fronts upon any public or private street within the Borough of Haddon Heights shall, at his or her own expense, within three months after adoption and publication of this chapter, cause the authorized and assigned number of such structure to be PERMANENTLY and CONSPICUOUSLY placed in accordance with the specifications set forth herein.
House or building numbers shall be:
A. 
In Arabic numbers.
B. 
A minimum height of three inches.
C. 
Mounted in a secure fashion and if possible on the front wall or porch of the building next to the front door so as to be clearly visible from the street.
D. 
Of contrasting color with the background color it is mounted on so as to be clearly visible from the street.
E. 
At least 60 inches above the road bed and so placed that trees, scrubs, vines and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
If numbers affixed to the front of the building are not visible from the street as required by § 144-5, requirements of this chapter are satisfied if the owner, occupant or lessee provides Arabic numbers, as required, upon a post, rod or other type of fixture of substantial nature or a mailbox so that the number may be conspicuous and visible from the street upon which the building fronts. When the provisions of this section have been complied with, then affixing the numbers to the front of the house is optional.
House numbers shall be determined by the Borough Clerk of the Borough of Haddon Heights. Every owner, occupant or lessee of a building constructed or to be constructed in the Borough shall apply to the Borough Clerk for a number if no number has been previously assigned in accordance with this chapter.
Garden apartments, townhouse complexes and multiple dwellings shall provide identification as specified in N.J.A.C. 5:10-18.1 et seq.

Compliance with this chapter shall be required for any sale, conveyance or other transfer of real property. Inspection by the Haddon Heights Bureau of Fire Prevention shall be required, and approval obtained, prior to the sale, conveyance or transfer.

Any person, partnership or corporation violating any provision of this chapter shall be notified of the violation and given two months to correct, followed by punishment of a maximum penalty of a fine not exceeding $2,000 or by imprisonment for a period not exceeding 90 days or by a period of community service not exceeding 90 days, or any combination thereof.

The provisions of this chapter shall be enforced by the Borough of Haddon Heights Construction Official, Zoning Officer, Police Department, Fire Prevention Bureau or any other official designated by the Mayor and Council.
