A.
There shall not be more than four plenary retail consumption
licenses and not more than one plenary retail distribution license
outstanding in the Township of Oxford at the same time.

B.
There shall not be more than two club liquor licenses
issued within the Township of Oxford.

The annual license fees for alcoholic beverage
licenses in the Township of Oxford shall be as follows:
A.
Plenary retail consumption license: $1,140.

B.
Plenary retail distribution license: $741.

C.
Club license: $188.
A.
The hours during which alcoholic beverages may be
sold within the limits of the Township of Oxford from Monday to Saturday
inclusive shall be from 6:00 a.m. to 2:00 a.m. the following day.

B.
The hours of sale on Sunday shall be from 10:00 a.m.
to 12:00 midnight.

C.
Nothing in this section shall be deemed to prohibit
the retail sale of alcoholic beverages between the hours of 12:00
midnight December 31 and 4:00 a.m. January 1 in any year in which
New Year's Day falls on a weekday.

D.
During the hours that sales are prohibited, the entire
licensed premises, except the part or parts thereof operated as a
bona fide hotel or restaurant, shall be closed to the public for business,
and, during the period the licensed premises is closed, all curtains
or blinds shall be open so that the premises shall be open to the
view of the public. All patrons and customers shall be removed from
the licensed premises at the closing time.

Upon conviction, after hearing, of any violation
of any provision of this article or any statute, rule or regulation,
any license issued or created by this Municipality may be suspended
or revoked in accordance with rules and regulations promulgated by
the Commissioner of Alcoholic Beverage Control. In addition, any person,
persons, firm or corporation violating any of the provisions of this
article shall, upon conviction thereof, be subject to a fine not to
exceed $1,000 or imprisonment for a term not to exceed 90 days, or
both, except as otherwise provided by Title 33 of the New Jersey Statutes
Annotated.

As used in this article, the following terms
shall have the meanings indicated:
Consuming or holding an open or partly consumed container
of alcoholic beverage of any nature or having in one's possession
an open or partly consumed container of alcoholic beverage of any
nature.
Any place to which the public has access and shall include
any street, highway, road, alley or sidewalk. It shall also include
the immediate vicinity of any store, shop, restaurant, tavern or other
place of business and public grounds, areas and parks, as well as
parking lots or other vacant private property not owned by or under
the control of the person charged with violating this article.

No person shall drink in a public place, except groups possessing a permit to serve beer in a park issued pursuant to § 234-3.
This article shall not apply to drinking on
private property by the owner of that property and his guests or to
a business holding a valid alcoholic beverage consumption license.

Any person violating any of the provisions of
this article shall, upon conviction, be punished by a fine not exceeding
$1,000 or by imprisonment for a term not exceeding 90 days, or both.
