A. 
Except where necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer, code enforcement officer, special officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.
(b) 
On a sidewalk.
(c) 
Within an intersection, except when permitted by official signs or parking meters on the side of a highway opposite a street which intersects but does not cross such highway.
(d) 
On a crosswalk.
(e) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone unless a different distance is indicated by official signs, markings or parking meters.
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(g) 
In the area between roadways of a divided highway, including crossovers, except in an emergency situation.
(h) 
Except where angle parking is authorized, every vehicle stopped, standing or parked shall be so stopped, standing or parked with the right-hand wheels of such vehicle parallel to and within 12 inches of the right-hand curb or edge of the roadway facing the direction of authorized traffic movement.
(i) 
On a portion of public street abutting a residence, along the side of the street contiguous to such residence unless an owner or occupant of the contiguous residence is the title owner, registered owner, or authorized driver of the vehicle or such title owner, registered owner or authorized driver is a permitted visitor visiting the occupant or attending to business at the residence.

(2) 
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
(a) 
In front of a public or private driveway.
(b) 
Within 20 feet of a crosswalk at an intersection, unless a different distance is indicated by official signs, markings or parking meters.
(c) 
Within 30 feet upon the approach to any flashing signal, stop or yield sign or traffic control signal located at the side of the roadway, unless a different distance is indicated by official signs, markings or parking meters.
(d) 
Within 20 feet of the driveway entrance to any fire station and on the side of the street opposite to the entrance of any fire station within the posted distance of said entrance, when properly posted, unless a different distance is indicated by official signs, markings or parking meters.

(3) 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while actually engaged in loading and unloading merchandise or passengers:

(a) 
No person shall stop, stand or park a vehicle within 15 feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs, markings or parking meters.
(b) 
No person shall move a vehicle into any prohibited area or away from a curb such distance as is unlawful.
B. 
The Babylon Village Board of Trustees may, by resolution, allocate parking spaces for use only by handicapped or disabled persons in any area owned, leased or otherwise controlled by the Village of Babylon. Vehicles parking in such allocated spaces shall clearly display a sticker issued to disabled or handicapped persons by the County of Suffolk or other governmental agency approved by the Village Board of Trustees, which sticker includes the international symbol for disabled persons.
C. 
By the authority of the New York State Vehicle and Traffic Law, it is in the best interest of the public and the welfare and safety of the Village of Babylon that the Village can regulate and control the orderly lane movements and parking regulations during special events by:

(1) 
The restriction of parking by posting temporary “No Parking” signs on certain streets during any special event.
(2) 
The restriction of traffic flow or the directional flow of traffic on any particular roadway within the Village of Babylon during a special event.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 343-71), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 343-72), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 343-73), attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule XVI (§ 343-74) of any day.
No person shall stop a vehicle during the times specified in Schedule XVII (§ 343-75) of any day, unless otherwise posted, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVIII (§ 343-76) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XIX (§ 343-77) at any time between the hours listed in said Schedule XIX of any day, unless otherwise indicated, upon any of the streets described in said Schedule XIX, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 343-78), except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front nearest the curb.

No person shall park a vehicle upon any street or parking field or parts thereof described in Schedule XXA, except at the angle designated and only within painted stall lines. All vehicles parked thereon shall be parked with the front of the vehicle nearest the curb.
The locations described in Schedule XXI (§ 343-79), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§ 343-80), attached to and made a part of this chapter, are hereby designated as taxi stands. A taxi stand is limited to only the taxis licensed to operate within the Village of Babylon. Village-issued taxicab permits must be securely affixed on the vehicle. The taxicab should be occupied at all times by a taxicab driver with a current taxi driver license issued by the Village of Babylon.
