No person shall offer or expose for sale, possess or sell, furnish, use, explode or cause to explode any fireworks, as defined by § 1894-a of the Penal Law of the State of New York,[1] and the permit authority relating to public display of fireworks, as defined by said statute, is hereby designated as the Mayor.
