The facilities of the Doles Community Center shall be available to individuals and organizations for charitable, educational, cultural and civic purposes.
A. 
Rental fees for workshops, meetings, etc., based on a weekly or monthly session, shall be as follows (minimum rental of three hours):
(1) 
For groups interested in renting a meeting room for a once-a-month meeting: $10 for three hours.
(2) 
For groups interested in space on a more frequent basis, e.g., twice a week or more than three times a month: $10 for each three-hour session.
(3) 
An additional $10 for each additional hour over three hours.
B. 
Theater. Rental fees for the theater shall be as follows:

(1) 
Three-hour minimum: $300.
(2) 
Seventy-five dollars for each additional hour over three hours.
C. 
Kitchen rental shall be as follows:

Four-hour minimum: $125.
(2) 
Forty dollars for each additional hour over four hours.
D. 
Rental fees for the youth and activities room shall be as follows:
(1) 
Four-hour minimum: $75.
(2) 
Fifty dollars for each additional hour over four hours.
E. 
Senior room. Rental fees for the senior room shall be as follows:

(1) 
Four-hour minimum: $150.
(2) 
Thirty dollars for each additional hour over four hours.
F. 
Theater and senior room combined. Rental fees for the combined use of the theater and senior room shall be as follows:

(1) 
Four-hour minimum: $500.
(2) 
One hundred dollars for each additional hour over four hours.
G. 
Theater, senior room and kitchen combined. Rental fees for the combined use of the theater, senior room and kitchen shall be as follows:

Four-hour minimum: $500.
(2) 
One hundred dollars for each additional hour over four hours.
H. 
Senior room and kitchen combined. Rental fees for the combined use of the senior room and kitchen shall be as follows:

Four-hour minimum: $200.
(2) 
Thirty dollars for each additional hour over four hours.
No individual or organization shall use the Center without a permit issued by the Commissioner of Recreation. This section shall not apply to events sponsored by the City of Mount Vernon.
A. 
No permit shall be issued by the Commissioner of Recreation until the applicant shall have first agreed to indemnify and hold the City of Mount Vernon harmless from any and all claims arising from the applicant's use of the Center, and the applicant shall compensate the City for any damage done by reason of the applicant's use of the Center.
B. 
No permit for use of the Center shall be issued until the applicant shall have first placed on file with the Commissioner of Recreation a public liability insurance policy, indicating combined single limit bodily injury and property damage coverage in the amount of $1,000,000 for each occurrence, said coverage including the City of Mount Vernon as an additional named insured.

Organizations or individuals desiring the use of a meeting room one time each month for 12 consecutive months for non-revenue-producing activities may obtain an annual permit from the Commissioner of Recreation, which permit shall be available at a cost of $150 unless the applicant is unable to furnish proof of insurance as required by § 170-9B, in which case the fee shall be $200.
The Commissioner of Recreation is authorized to establish rules and regulations necessary for the efficient operation of the Center.
Use of alcoholic beverages on the premises is prohibited.
Seating capacities shall be as follows:
A. 
Theater: 335 persons.
B. 
Cafeteria: 125 persons.
C. 
Youth activities room: 250 persons.
Special rentals may be granted by the Commissioner of Recreation, subject to approval of the City Council.
