This article is enacted pursuant to the authority contained
in Chapter 783 of the Laws of 1974 entitled "An Act Authorizing the
Common Council of the City of Mount Vernon to Adopt by Local Law Provisions
Relating to the Commencement of a Foreclosure in Rem by the City of
Mount Vernon Where the Payment of Taxes, Assessments and Other Charges
Are in Arrears for a Period of Time in Excess of Two Years."
The City of Mount Vernon hereby elects to proceed under the
authority and provisions of Chapter 783 of the Laws of 1974, a copy
of which is annexed hereto and made a part hereof.[1]

This article shall take effect immediately.
