Motion pictures are hereby permitted to be exhibited in such places as are duly licensed therefor and under such conditions as hereinafter provided, on the first day of the week, commonly called Sunday, after 2:00 p.m.
The Mayor is hereby authorized to issue a permit for the exhibition of motion pictures on the first day of the week to any person holding a permit for the exhibition of motion pictures during weekdays, upon the condition that such person to whom such permit shall be given shall comply with the provisions of this article.
No motion picture shall be exhibited under the permit hereinbefore provided for unless the same shall have previously been passed upon and approved by the National Board of Review and such approval authenticated by the endorsement on the title of said picture to the effect "Approved by the National Board of Review," or shall have been duly licensed pursuant to the Education Law of the State of New York, or except such other pictures as may be approved by the local Board of Censors, to be authenticated by the endorsement to the effect "Approved by Board of Censors."
The Mayor is hereby authorized, by and with the consent and approval of the City Council, to appoint a board consisting of two citizens and the Commissioner of Public Safety, to be known as the "Board of Censors," whose duty it shall be and which is hereby authorized to view, pass upon and establish the standard of any film proposed to be exhibited which has not been previously approved as hereinbefore provided. Said Board of Censors shall serve without compensation and during the pleasure of the Mayor, and the act of a majority thereof shall constitute the act of said Board.
The permit hereinbefore provided for shall be revocable by the Mayor at his pleasure.
