All department heads shall hereinafter give notice to the County Executive
and the County Legislature of current or future vacancies in their department
at the time they are informed of such vacancies.
No vacancies may be filled by a department head unless 15 days prior
notice is given to the Legislature and Vacancy Control Committee approval
is obtained therefor.
