[Amended 2-4-2008 by Ord. No. 2-2008]
The Township and its agents shall have the right of unlimited access to the site at all times during construction and subsequent operation.
In the event that construction conditions require field changes, a written request for approval of such changes, stating reasons for such changes, must first be submitted to and approved, in writing, by the Township and MSA.
The person constructing said sewer system shall supervise and direct that the work be performed efficiently and safely.
A.
All construction and connections must be inspected in accordance with § 201-22D.
B.
Leakage tests shall be performed by the contractor and approved by the Township prior to the connection of new sewer lines to the Township's mains. Connections to building sewers shall not be made until notice to connect is provided by the Township.
Following completion of the construction of any new sewer, the developer shall submit to the Township certified record drawings (as-built plans) of the system constructed.
A.
A new sewer system constructed by the developer shall be maintained by the developer, in accordance with good practice, until ownership of the new sewer system is conveyed to the Township, at which time operation and maintenance shall be performed by the Township in accordance with the provisions of this Part 1. Any required improvements/repairs shall be completed so that the transfer in ownership occurs within 24 months of the initial operation of the new system, unless the Township agrees to accept ownership prior to then upon 60 days' advance notice. Operation during the interim period shall be under inspection of the Township.
B.
Prior to transfer of ownership, the developer shall post a two-year maintenance bond in the amount of 15% of final construction costs. During the time that the developer continues to own the new sewer system, it shall bear the cost of any changes, malfunctions, operation, penalties and/or repairs. After inspection and acceptance by the Township, ownership of the new sewer system shall be conveyed to the Township in fee simple, free of any liens and encumbrances.
