As used in this article, the term "street" includes
one or more streets, public thoroughfares, roads, highways, lanes
and alleys or any part thereof.
A.Â
In the event that a new street is to be constructed
within the Township for use by the public, the person owning the land
upon which the street is to be constructed shall submit to the Township
Council, before work is started, a comprehensive plan containing the
information hereinafter set forth.
B.Â
The map shall show the outline of the entire property
or section of the same as it is to be subdivided, the locations and
widths of the proposed street and the location and widths of existing
connecting streets.
C.Â
The plan shall also show the plan and profile of the
proposed street, a typical cross section, cross sections and details
of manholes, inlets, curbs, culverts and other construction details.
The plan of the road shall show curve data, the proposed pavement
line, the proposed curbline, the property line and the location of
storm drains, culverts, subdrains and other items of construction.

The approval of any plan shall not be construed as
an acceptance of any street, nor shall any approval in any way obligate
the Township to maintain or exercise jurisdiction over the street
Topsoil shall be stripped from the proposed
subgrade to a depth of six to eight inches. The subgrade, when completed,
shall be true to the lines, grades and cross sections given on the
plan. After this subgrade has been shaped correctly, it shall be brought
to a firm, unyielding surface. All soft and spongy places shall be
excavated and refilled solidly, as directed by the Township Council.
All stumps shall be removed in their entirety.
Embankments or fills shall be formed of suitable
material to thoroughly settle before constructing pavement upon it
and must be approved by the Township Council.
A.Â
French underdrains shall be installed where necessary
as directed by the Township Council. These underdrains shall consist
of vitrified tile, or perforated metal pipe with a minimum diameter
of six inches, laid in the bottom of a trench excavated to the depth
and width recommended by the Township Council.[1]

Stone underdrains as hereinafter specified may be
used for laterals, but all trunk drains shall be french drains.
C.Â
Stone underdrains shall consist of a trench not less
than 15 inches wide at the bottom and a depth recommended by the Township
Council, filled with two-and-one-half-inch broken stone to within
six inches of the subgrade.

These drains or culverts shall consist of sections
of cast iron, corrugated iron (pure iron), corrugated multiplate or
reinforced concrete pipe. All pipe shall comply with the requirements
of the current New Jersey Highway Specifications governing materials.
B.Â
The location, length, depth, grade, type and size
of pipe for culverts shall be as designated on the plans indicated
herein or as directed by the Township Council. [1] Trenches shall be bridged at all street crossings, intersecting
streets and public and private entrances in such a manner that traffic
will not be interrupted. This work must be of a substantial character
and approved by the Township Council.

Storm drains and cross drains shall be installed where
directed by the Township Council.
D.Â
Headwalls, catch basins or inlets shall be installed
where directed by the Township Council.
E.Â
Easements of a width sufficient to allow proper maintenance
shall be provided for the outletting of all drains, pipe lines, etc.,
to streams, existing storm drains or other legal drainagecourses.
These easements shall be granted the Township by approved legal procedures.
Curbs, when specifically required, shall be
constructed of concrete not less than eight inches wide at its bottom
and not less than six inches wide at its top. Its height shall not
be less than 18 inches, constructed to show a vertical face next to
street pavement six inches high. Curbs shall be constructed of Class
B concrete as specified in the current New Jersey Highway Department
Specifications.[1] Curbs shall not be less than 20 feet from the center line
of sixty-foot roads, paved 30 feet; not less than 15 feet from the
center line of fifty-foot roads, paved 30 feet; 15 feet from the center
line of forty-foot roads, paved 20 feet.

There shall be spread over the subgrade a uniform
layer of bank-run gravel of such depth that after ultimate compression
by rolling with a power roller it shall have a uniform depth of four
inches or more. Then there shall be spread another uniform layer of
bank-run gravel of such depth that after ultimate compression by rolling
with a power roller it shall have a uniform depth of four inches or
more, making a total depth of eight inches or more.
A.Â
The bituminous binder consisting of MC-1, or its equivalent,
shall be applied at the rate of 1/2 gallon per square yard of surface
coated.
B.Â
The amount of bitumen specified above is based upon
a temperature of 60° F. and must be applied in accordance with
New Jersey State Highway Specifications.
C.Â
Immediately after bitumen has been applied, there
shall be spread a uniform layer of three-fourths-inch gravel or crushed
stone. Immediately after the stone has been spread, the road surface
shall be rolled until the stone is thoroughly imbedded in the bitumen.
D.Â
After at least five days, there shall be applied bituminous
binder consisting of RC-3 or RC-4, or its equivalent, at the rate
of 3/5 gallon per square yard of surface coated.
E.Â
Immediately after the bitumen has been applied, there
shall be spread a uniform layer of five-eighths-inch crushed stone
at the rate of 30 pounds per square yard of surface coated. Immediately
thereafter, the road surface shall be rolled, and the road can be
opened for travel.
After 15 days and not more than 30 days, there
shall be applied another application of bitumen consisting of RC-3
at the rate of 1/3 gallon per square yard of surface coated. Immediately
after it has been applied, the surface shall be covered with a layer
of three-eighths-inch pea gravel or crushed or chipped stone at the
rate of 20 pounds per yard of surface coated and the rolling continued
until the road surface has the proper density. If the bitumen is forced
or drawn to the surface, additional gravel, crushed or chipped stone
or screenings Grade A must be applied at all such places in sufficient
quantity to keep the entire road surface covered.
A.Â
The pavement at all intersections shall be flared
as recommended by the Township Council.
B.Â
On all dead-end streets, a circle shall be provided
having a radius of not less than 45 feet and paved in its entirety.
C.Â
Where a road is not completed for its entire length,
a turnaround shall be constructed having a radius of 45 feet surfaced
with four inches of quarry strippings properly graded over its entire
area.
A.Â
All materials and appurtenances, unless otherwise
specified herein,[1] shall comply with requirements set forth in the current
New Jersey State Highway Specifications.

Delivery slips for all materials used in constructing
the road and appurtenances thereto shall be turned over to the Township
Council or its duly authorized agent for tabulation and inspection.
C.Â
When in the opinion of the Township Council materials
are in need of testing, the materials shall be tested by an approved
testing laboratory at the expense of the property owner.
The work shall be inspected throughout the course
of construction by the Township Council.
In all cases where a public water supply system
will be installed, the pipes of such system shall be at least four
feet below the surface of the ground.
Shoulders shall have a width of not less than
six feet and shall have a pitch of one inch to each foot of width.
All driveway entrances constructed upon the
public roads shall be constructed under the direction of the Township
Council. These entrances shall be constructed in a manner that will
not interfere with the drainage ditches along the public road.[1]
