No person shall move along or across any Township road, street, or public place any building or other structure without first obtaining a permit therefor. The permit shall be in writing, signed by the Township Clerk, and shall state the name of the person directly in charge of the moving; the length, width, height and weight of the building or other structure to be moved; the purpose for which the building or other structure is used; the method of moving, whether by house movers, trucks, skids, or rollers; the kind of power to be supplied, whether by truck and winch or hand winch; the expected time on the Township roads, streets or public places; proof that all permits required by any local, state or federal authority necessary to move the building from its location to its destination have been obtained; proof that police protection has been arranged and that all necessary and required arrangements have been made with public utility companies; and the names of the roads or public places to be used in connection with moving the building or other structure from the location thereof to its destination.
The permit shall contain a stipulation and condition that the applicant therefor is to be responsible to the Township Council for any damage resulting to any Township road or public place which may arise from the prosecution of the work and the period of time required for the movement of any building or other structure and shall contain the further condition and regulation that the graded width of any Township road will not be occupied between Friday 5:00 p.m. and Monday 8:00 a.m. or between the same hours preceding or following a holiday and that no such building or other structure shall be moved, driven, propelled, or conveyed along or across any Township road, street or public place except between the hours of 8:00 a.m. and 5:00 p.m.
The Township Clerk is hereby authorized to issue any such permit upon the approval of a majority of the members of the Township Council and upon the payment of a fee as set forth in Chapter 139, Fees.

The Township Council may at any time refuse to approve the issuance of any permit or may revoke any permit for failure to comply with any rules or regulations contained herein or for the violation of any Township ordinance or of the laws of the State of New Jersey regulating the passage of any buildings or other structures along or across public roads or highways.
