As used in this chapter, the following terms, phrases, words and their derivations shall have the meanings stated herein unless their use in the text of this chapter clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
ANIMAL
Any live vertebrate creature, domestic or wild.
ANIMAL SHELTER
Any establishment where dogs or other animals are received, housed and distributed.
AT LARGE
Any animal off the premises of the person owning, keeping or harboring it where the animal is not secured or fastened to a leash or chain which is six feet or less and held by the owner, or other person capable of controlling said animal, or securely fastened to a stable, stationary object, except that dogs which have been registered as Lavallette Goose Patrol animals shall not be considered to be running at large during goose patrol, as permitted in this chapter.

CAT
Any member of the domestic feline species; male, female or neutered.
CAT OF LICENSING AGE
Any cat which has attained the age of seven months or which possesses a set of permanent teeth.
CERTIFIED ANIMAL CONTROL OFFICER
A person 18 years of age or older who has satisfactorily completed the course of study approved by the Commissioner of Health and Senior Services and the Police Training Commission as prescribed by N.J.S.A. 4:19-15.16(a); or who has been employed in the State of New Jersey in the capacity of, and with similar responsibilities to those required of, a certified animal control officer pursuant to the provisions of N.J.S.A. 4:19-15.16(a) for a period of three years before January 17, 1987.
DOG
Any dog, bitch or spayed bitch.
DOG OF LICENSING AGE
Any dog which has attained the age of seven months or which possesses a set of permanent teeth.
IMMEDIATE
That the pet solid waste is removed at once, without delay.
NEUTERED
Rendered permanently incapable of reproduction as certified by a licensed veterinarian.
OWNER
Any person, partnership or corporation owning, keeping or harboring one or more animals. Any animal shall be deemed to be harbored if it is fed or sheltered for three consecutive days or more. When applied to proprietorship of a dog, "owner" shall include every person having a right of property in such dog.
PERSON
An individual, partnership, company, firm, association, corporation, or political subdivision of this state subject to municipal jurisdiction.
PET
A domesticated animal (other than a disability assistance animal) kept for amusement or companionship.
PET SOLID WASTE
Waste matter expelled from the bowels of the pet; excrement.
PROPER DISPOSAL
Placement in a designated waste receptacle, or other suitable container, and discarded in a refuse container which is regularly emptied by the municipality or some other refuse collector; or disposal into a system designed to convey domestic sewage for proper treatment and disposal.
